Note: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

JOB SUMMARY

This position is in the Metropolitan Area Projects (MAPS) and Economic Development Division of the Office of the Municipal Counselor and reports to the MAPS and Economic Development Division Head. The MAPS and Economic Development Division is seeking an attorney with a minimum of five (5) years of experience that has strong written and verbal communication skills. This position requires that the applicant currently be admitted to practice law in the State of Oklahoma, be in good standing with the Oklahoma Bar Association. An Assistant Municipal Counselor II is an experienced position in the Municipal Counselor’s Office which provides legal service and guidance to the City, its officers, and departments to ensure that all City operations are performed in a manner consistent with the requirements of federal, state and City laws and ordinances. Essential job functions include: representing the City, its Boards and Commissions drafting ordinances, resolutions, contracts, legal opinions and memorandums, and other documents as required by boards, department heads, City administration and management for review by supervising attorneys and the Municipal Counselor; attending meetings of boards and commissions in the capacity of legal advisor and providing legal advice to various departments within the City including but not limited to Finance, City Auditor, MAPS and the City Manager’s Office. Knowledge of City ordinances and interpreting their effect on municipal operations, as well as knowledge/experience in public finance and construction and knowledge/experience in title examination and secured transactions. experience

JOB REQUIREMENTS

  • Currently admitted to practice law in the state of Oklahoma and in good standing with the Oklahoma Bar Association.
  • Minimum Five (5) years of experience as a practicing attorney.
  • Knowledge of and skill in the application of federal, state and City laws and ordinances.
  • Knowledge and experience in the application of Open Meeting and Open Record requirements.
  • Skill in effective communication including both written and verbal communication.
  • Skill in critically assessing and organizing a wide variety of information.
  • Skill in making oral presentations, in court and in public meeting settings.
  • Skill in LexisNexis and the OSCN system.
  • Skill in drafting and revising legal and/or other documents on a personal computer.
  • Ability to establish and maintain effective, productive, professional and congenial working relationships with municipal officials, municipal employees, outside governmental agencies, and individuals.
  • Strong leadership skills
  • Ability to quickly master new areas of the law

WORKING CONDITIONS

  • Primarily inside in climate-controlled environment in office and court buildings.
  • Subject to occasional local or out-of-town travel to attend meetings, conferences, seminars, etc.
  • Occasionally required to work hours beyond normal scheduled work hours.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

  • Adequate near vision enough to read and draft various types of written and computer-generated communications.
  • Hearing and speech enough to communicate clearly and effectively in person and by telephone.
  • Manual and finger dexterity enough to operate standard office equipment such as computer, copier, etc.

Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City’s Drug and Alcohol Testing Policy prior to being directed for a drug test.

If the position accepted includes a lift/push/pull/carry Physical Requirement of 25 pounds and greater, internal and external applicants will be directed for a physical examination.
