About this Position

This is a professional position within the Environmental Engineering Group that is focused on supporting compliance with Lane County’s current National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) and Total Maximum Daily Load (TMDL) permits as well as the Safe Drinking Water Act Water Pollution Control Facilities permits through DEQ.

Job duties will include, but not limited to:

  • Support development of technical report compliance documents, environmental code updates, and internal program and process updates to ensure compliance with Lane County’s Stormwater Management Plan.
  • Conduct environmental field visits (water quality sampling, dry weather outfall screening, infrastructure review and mapping, assessing potential for environmental impacts, etc.).
  • Support geographical information system mapping of stormwater infrastructure.
  • Provide clear oral and written communication about the County’s environmental programs and initiatives through developing public outreach materials, making oral and written presentations to multiple audiences which could include County staff, citizen groups, neighborhood associations, and property owners.
  • Assist in representing the County on various stormwater advisory groups and stormwater policy committees, train County staff on stormwater quality permit compliance items, and support public outreach and education efforts.
  • Respond to and address citizen complaints, investigate illicit discharges, work with code compliance on corrective/enforcement recommendations.
  • GIS – Responsibilities for those with GIS assignments will generally include: preparing and responding to mapping and spatial data requests; providing technical support for GIS related systems and programs; maintaining the organization of GIS data; and assisting with map production.

About the Division

The Engineering & Construction Services Division responsibilities include planning, designing and constructing safe and efficient transportation systems for Lane County. The Division also provides high quality and comprehensive engineering and construction services to other County Departments and external public agency clients that manage, maintain, and plan public improvement programs and projects. Our mission is to provide these important services for the benefit of citizens, businesses, industries, and visitors to Lane County.

Engineering & Construction Services – Environmental Engineering:The Environmental Engineering group is part of the Engineering and Construction Services Division of Public Work. This group focuses primarily in three areas:

  1. Supporting compliance with Lane County’s current Department of Environmental Quality (DEQ) permits for NPDES Municipal Separate Storm Sewer System (MS4) and Water Pollution Control Facilities (WPCF), and compliance with the County’s Total Maximum Daily Load Implementation plans for water quality limited waterways such as the Willamette River.
  2. Planning, designing, and writing specifications and operation and maintenance guidelines for stormwater management systems that include conveyance and water quality treatment for capital improvement projects.
  3. Design and environmental permitting support for projects with environmental impacts that trigger requirements for stormwater treatment, fish passage design, and/or environmental mitigation design through Federal and/or State permits.

Schedule: Monday – Friday; 8 hours a day, some early mornings may be required.

QUALIFICATIONS

Training and Experience:

  • Associate’s degree or two-year technical certificate; and sufficient experience as necessitated by the competency level of the position.
  • Advanced/Lead Level (N4310): 5 or more years of progressively responsible experience related to area of assignment.
  • Candidates with 3-5 years of experience with ESRI software are preferred, but not required for this position.
  • Specialized knowledge specific to area of assignment may be required.
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements: (positions in this class typically require):

  • Valid Oregon Driver’s License

Physical Requirements:

  • Positions in this class typically require: fingering, talking, hearing, seeing, and repetitive motions.
  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
  • Incumbents may be subjected to fumes, dusts, gases, chemicals, extreme temperatures, intense noises and travel.
