The First StreetCenter-Full Service Partnership program is an MHSA funded Full Service Partnership serving approximately 105 adult individuals with severe mental illness (SMI), referred by the County of Fresno AB 109 Probation Department. FSC-FSP provides comprehensive mental health/co-occurring services and works in conjunction with the Fresno County Probation Department to fulfill agreed upon treatment goals. FSC-FSP focuses on client strengths/abilities to successfully gain independence and self-sufficiency in the community.

JOB SUMMARY

The Administrative Bookkeeper reports to the Program Director and/or other assigned office staff and is responsible for examining payable invoices and supporting documentation, and determines validity of the request, allocation of costs and proper authorization.

ESSENTIAL JOB RESPONSIBILITIES

  1. Maintaining financial records and accounts using manual and/or automated systems, posting expenditures and other data to appropriate ledgers, calculating payroll and maintaining withholding records, preparing accounting entries for transfers of funds, preparing and completing bank deposits and/or reconciliations, maintaining accounting files (payroll accounts payable, and accounts receivable), maintaining and adjusting entries and preparing trial balances, reconciling and correct discrepancies in payable statements.
  2. Responsible to examine payable invoices and supporting documentation, and determine validity of the request, allocation of costs and proper authorization.
  3. Prepare financial billings and reports required by government agencies or mandated by grant terms.
  4. Code accounts payable invoices to proper cost center and account and enter data into the system.
  5. Attends weekly Program meeting.
  6. Provide the Program Director with timely reports on any unusual occurrences that might impact the overall program operation or the health and safety of clients or employees.
  7. Complete the minimum 16 hours training annually per Turning Point training requirements.
  8. Think and act quickly and efficiently in emergencies.
  9. Will drive on company business and transport consumers as needed.
  10. Physical presence in the office is required.
  11. Comply with all Turning Point Safety policies and procedures, including but not limited to: workplace safety, reporting work related injuries, Infection Control and preventing potential safety risks for staff, clients and others.
  12. Punctual and regular attendance is an essential responsibility of each employee at Turning Point. Employees are expected to report to work as scheduled, on time and prepared to start working. Employees also are expected to remain at work for their entire work schedule. Late arrival, early departure or other absences from scheduled hours are disruptive and must be avoided.

ESSENTIAL JOB REQUIREMENTS

  1. High school diploma or GED.
  2. Two (2) years of junior college with Business Administration, Bookkeeping, or Accounting major or completion of bookkeeping course in accredited business school preferred OR
  3. Two (2) years bookkeeping experience.
  4. Ability to operate a computer and any other equipment necessary to complete the responsibilities of the job.
  5. Communicate effectively in written and spoken English.
  6. Work effectively with diverse ethnic, cultural, religious, socioeconomic, and professional groups of people.
  7. Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
  8. Ability to operate within Electronic Medical Records (EMR) system.
  9. Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  10. Ability to pass a criminal background check.
  11. Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
  12. Must maintain good relationships with current, future and past employees, co-workers, vendors, third party administrators, and others with whom the Agency is transacting business, and relate to them in a professional manner.
