Description
General Description: This is a professional position. The incumbent performs complex tasks to manage the review of construction documents for the county.
Organization: The Plan Examiner reports to the Assistant Chief Building Official and supervises the Plan Review Technicians.
Essential Functions:
• Supervises employees, performing related human resources function and completing necessary paperwork.
• Reviews building plans for compliance with the Virginia Uniform Statewide Building Code.
• Answers technical and administrative questions about the VA code and construction requirements in Hanover County.
• Works with architects, engineers, contractors, and owners to understand building codes during the design process.
• Develops policies and procedures that ensure compliance with comprehensiveness and accuracy of plan review operations.
• Provides the public with assistance by visiting job sites to make code interpretations and resolve problems.
• Assists the inspection staff with engineering support and code interpretation.
• Assists with field inspections as needed.
• Represents the county at state and national level code development hearings.
• Performs related work as assigned.

Knowledge, Skills, and Abilities: Requires extensive knowledge of engineering principles/practices in the design and construction of buildings to include methods, materials, and equipment. Must have the ability to perform structural engineering calculations, with extensive knowledge of VA Uniform Statewide Building Code. Prefer experience at state and national levels working on code development. Strong leadership and supervisory skills with training experience desired. Requires excellent interpersonal skills to develop cooperative relationships with staff, county officials, design professionals, and contractors. Must have strong communication skills, both orally and in writing, to work effectively with staff and the public.
Education, Experience and Training: Bachelor’s degree in architecture, building construction, engineering, or related field required with extensive construction and code enforcement experience and basic computer literacy required – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
Special Conditions:
• Criminal Records Check, including fingerprinting
• Valid Commonwealth of Virginia Driver’s License
• Twelve-month probationary period
• Work beyond normal work schedule
• Must obtain state certification as a Commercial Building Plans Examiner, Fire Protection Plans Examiner, and Commercial Building Inspector within one year of employment and Residential Building Plans Examiner within two years of employment and keep certifications current.
