The Office of Procurement, headed by the Agency Chief Contracting Officer (ACCO), is responsible for purchasing necessary goods and services needed to protect the City’s children and families. The Office of Procurement also assists ACS program areas with the preparation of specifications or scopes of services needed in order to issue Invitation to Bid or Request for Proposals (RFP), and with the help of the ACS program areas, verifies the responsibility of the vendors to provide the proposed services. In addition, the Office of Procurement registers contract awards with the New York City Comptroller’s Office.
The Administration for Children’s Services is seeking an exceptional procurement professional to serve as Senior Contracting Officer. S/he will manage all aspects of ACS’ procurement process for non-human service contracts governed by the City Procurement Policy Board (PPB) rules, assuming a leadership role as a key support and advisor to both the Deputy Agency Chief Contracting Officer (DACCO) and Assistant Deputy ACCO for Administrative Contracts.
Duties and responsibilities of the selected candidate include but are not limited to:
• Manage all aspects of solicitations and other procurement steps of assigned contracts from advertisement to contract registration
• Assist in making sure that the administrative contracts & team procurement actions are completed in a timely manner particularly in the City’s Procurement and Sourcing Solutions Portal (PASSPort) System and knowledge transfer among staff
• Prepare and modify procurement documentation
• Determine vendor responsibility by vetting proposed contractors through research and document review to assure that they have demonstrated the business integrity to justify award of a contract
• Coordinate and process bid openings, pre-award, award, and contract execution, registration, and hand over to program areas
• Process tasks in systems necessary to the contracting process including Financial Management System (FMS)
• Request and monitor approval of procurement actions internally and from other oversight agencies, including the Mayor’s Office of Contract Services, Department of Investigation, Department of Finance, and the Department of Small Business Services
• Participate in meetings and telephone discussions with vendors and program areas to coordinate receipt of information and paperwork necessary for progressing solicitations and awards, representing the DACCO and ADACCO in their absence
• Perform special projects as needed
Minimum Qual Requirements
1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
Preferred Skills
Preferred candidate will have familiarity and experience in the following areas: City Procurement, PASSPort, FMS and other contract related systems; the City’s Minority and Women Owned Business Enterprise (M/WBE) Program; Project Management; the ability to take ownership and multi-task in a fast paced environment with tight deadlines. In addition, the ideal candidate will be computer literate with working skills in Microsoft Office tools such as Microsoft Outlook, Word, Excel and PowerPoint. The candidate will exhibit excellent analytical, communication, writing, presentation, and interpersonal skills, and should be detail-oriented, service-oriented, as well as a team player.
Additional Information
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $84,451 – $95,000.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
