Director of Timekeeping

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection conducts more than 55,000 investigations of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. In early care, ACS coordinates and funds programs and vouchers for close to 100,000 children eligible for subsidized care.

The Office of Human Resources provides employment services and resources to internal and external customers in a courteous, professional and accessible manner. Our goal is to recruit and retain a talented driven workforce to further the mission of protecting and promoting the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care and education services. The Office of Human Resources is seeking an energetic individual to serve as the Director of Timekeeping. The ACS Timekeeping unit, located in the Office of Human Resources, is responsible for overseeing the processing of weekly electronic timesheets for 7,000 ACS employees and providing support and best practice guidance to front-line employees and supervisors.

The Director of Timekeeping will manage and oversee the entire Timekeeping function, provide strategic input and guidance to achieve the unit’s primary goal of ensuring timely and accurate payments are furnished to ACS staff on a biweekly basis. The Director of Timekeeping will be responsible for evaluating current Timekeeping processes, identifying areas of improvement, developing and deploying procedures that increase accuracy and efficiency. The Director of Timekeeping will also work closely with other HR units, such as Payroll and Employment Services, as well as Division liaisons to achieve common goals.

Specific requirements include:
• Oversee and manage the entire Timekeeping function, review and monitor the team’s workload and assignments to ensure timeliness and quality standards are met.
• Possess a thorough understanding and knowledge of citywide time and leave policies and complex Citytime transactions, build and develop similar knowledge in their team.
• Interpret updates to citywide time and leave policies, procedures, or initiatives and provide assistance, coaching, and guidance to the Timekeeping team to facilitate implementation of directives. • Work closely with the Executive Director of Timekeeping, Payroll and Workforce Analytics, to troubleshoot complex issues and to assist in special projects and other high priority matters.
• Collect data from Citytime, CHRMS, PMS, and other systems to produce routine status reports for the Executive Director and Deputy Commissioner of Human Resources.
• Produce Citytime reports to monitor and review the progress and status of the Timekeeping team’s assignments, offer guidance and instruction to staff whenever necessary.
• Manage and coordinate Time and Leave Presentations for various Divisions and Borough Offices throughout the agency for the purposes of training supervisors and managers on best practices in Citytime, in accordance with Citywide and ACS Time and Leave policies and procedures.
• Maintain regular and consistent communication and collaboration with Payroll, Employment Services and other HR units to ensure all ACS employees’, compensation, and extended leaves are being processed timely and correctly.
• Serve as internal liaison between the Timekeeping Unit and ACS Divisions to strengthen communication and provide assistance.
• Consistently review internal Timekeeping procedures to identify potential areas of improvement, introduce solutions, and implement new processes to improve accuracy and efficiency.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in “1”
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in “1”, “2” or “3” above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in “1”, “2” or “3” above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

Preferred Skills

The preferred candidate should possess the following:
• At least five (5) years of Supervisory and or Managerial experience.
• Proficient in Citytime, PMS, RMDS, CHRMS and PI.
• Knowledge of Citywide Time and Leave Procedures and Policies.
• Familiarity in reading and interpreting various RMDS reports.
• Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
• Excellent written and verbal communication skills.
• Excellent analytical and problem-solving skills.
• Exceptional attention to detail and strong organizational skills.

Additional Information

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $100,000-$110,000.
