DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40×25), 50 percent by 2030 (50×30), and 80 percent by 2050 (80×50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.
The Project Manager, Agency Planning and Implementation position will sit within the Operations Unit. They will be responsible for working with DEM staff and agency staff to meet energy and emissions reduction performance targets for the agencies falling within their sector group. Responsibilities include:
• Support energy project planning including coordinating regular planning meetings with agencies to scope projects, reviewing energy audit reports, analyzing, and recommending ECMs, and supporting grant program applications
• Support energy project management including assisting with budgeting, project tracking, field inspections (site visits), and collection and review of project close-out documentation
• Work with agencies to ensure timely completion and high-quality project execution, including confirming that projects comply with emission reduction objectives and measurement and verification protocols
• Coordination across teams within the Operations Unit and DEM
• Provide overall support to unit and division
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
• A degree in engineering, architecture, energy management, construction project management, or a related field.
• Minimum of 3+ years of experience with energy efficiency retrofit projects, with a specialization in, or familiarity with facilities, and ideally at least one of the following sectors: Large Commercial, Culture/Economic Development, Infrastructure, Education or Community Services (e.g., firehouses, police precincts, recreational facilities, etc.)
• Familiarity with technical project management operations, including project planning, scope development, design and construction management, operations transfer, and project close-out. Knowledge of and experience with ASHRAE or AEE procedures for Commercial Building Energy Audits.
• Experience in options analysis and recommendation.
• Knowledge of energy savings calculation, greenhouse gas emissions calculation methodologies, and NYC Local Laws addressing green buildings and energy efficiency.
Additional Information
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
