EY Government and Public Sector (“GPS”) is seeking a full-time Time and Labor Leader – Assistant Director. This role will report to the GPS Assistant Controller.

The opportunity:

In this role, you’ll be responsible for leading the day-to-day operations of GPS Time and Labor team and ensuring adherence to policies, applicable law and regulations, procedures, and internal controls.

Key Responsibilities:

  • Serve as department lead for Time and Labor staff. Support the team in handling a variety of escalated time/labor issues; provide direct support to EY practitioners serving GPS on time and labor issues, when warranted.
  • Interface with GPS enablement teams as necessary including Talent, Contracts Management, Subcontracts Management, Finance and Compliance
  • Review and post payroll journal entries and reconciliations
  • Work with the Time and Labor team, as well as Deltek when needed, to maximize usage of natural labor processing methods in Costpoint and minimize usage of journal entries within the labor accounting domain
  • Develop time and labor policies and procedures
  • Manage automated feeds from Time Collection into ADP
  • Review reconciliations of accrued wages and payroll liabilities to the general ledger
  • Oversee weekly timesheets and prior period correction processing as well as postings of labor distribution journals
  • Ensure proper application of recast overtime premium
  • Oversee Costpoint to Time and Expense interface as well as automated feeds from EY data warehouse to Costpoint to ensure personnel changes are timely and accurate
  • Responsible for maintaining user access for Time and Expense
  • Analyze Time and Labor process to identify issues and recommend process improvements including input from the team
  • Responsible to develop training content, with the support of the Time and Labor team; educate and train stakeholders to ensure timekeeping process is timely and accurate and adheres to internal policies and external regulations
  • Partner with GPS general ledger team and firm colleagues outside of GPS, as needed, to ensure coherence of time/labor processes and labor accounting records at a consolidated level for the firm.
  • Partner with Deltek technical support and the GPS Assistant Controller to resolve unforeseen issues with Deltek Time Collection and the People/Labor accounting module of Costpoint, when needed.
  • Review results of configuration and testing for Costpoint version 8.1 (and future modules, as implemented within EY) and verify no foreseen issues before implementation. Participate in testing, as needed.
  • Document any issues and recommendations for improvements
  • Assist with internal and regulatory audits
  • Ensure compliance with internal policies, government regulations and accounting principles
  • Coordinate all Time and Labor activities for the monthly financial close
  • Educate and train Time and Labor staff on GPS financial architecture and any changes to GPS overall structure

Skills and attributes for success

  • Analytical and problem-solving skills which allow for strategic data interpretation versus simple reporting
  • Ability to work with a diverse and geographically distributed team

To qualify for the role, you must have

  • A Bachelor’s degree in Accounting, Finance, Business Administration, or related field, or equivalent experience
  • Approximately 8 to 10 + years of relevant accounting / finance experience in a government contracting environment
  • Strong experience in time and labor accounting in a government contracting environment
  • 2+ years working in a supervisory capacity in an accounting / finance function
  • Experience in using Deltek Costpoint Time and Labor modules
  • Working knowledge of CAS and FAR
  • High degree of proficiency with Microsoft Office Suite, including Excel, Word, Power Point
  • The ability to obtain a security clearance

Ideally, you’ll also have

  • Experience in Costpoint design and implementations.
  • Experience with accounting system audit by DCAA is a plus

The salary range for this job in most geographic locations in the US is $105,700 to $191,800. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $126,800 to $217,900. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options. Under our flexible vacation policy, you’ll decide how much vacation time you need based on your own personal circumstances.
