Summary
The Associate Survey & Mapping Coordinator assists the Survey and Mapping Coordinator with provision of all surveying and mapping services required by all Authority projects and divisions. Under the direction of the Manager Corporate Real Estate, provides routine survey support to Engineering, Environmental, Transmission, Project Management, Licensing and Real Estate Divisions, including capital project construction and hydro project relicensing. In addition, the Associate Survey & Mapping Coordinator provides general project and administrative support as required by the Real Estate Department. #LI-CJ1
Responsibilities
- Assist with coordinating work of contract survey firms, including writing specifications, review of submittals and invoices, coordinating requirements with in-house clients (e.g. real estate staff, engineers, environmental scientists, GIS analysts), preparing drawings and exhibits, tracking status of ongoing survey tasks, general filing of survey-related documents and records research.
- Assist with Field inspection of ongoing projects and related offsite meetings.
- Assist in the planning and administration of major survey and mapping projects, ongoing deformation studies, and major hydroelectric project boundary surveys. Coordinate priorities with clients to accommodate changing conditions.
- Recommend, coordinate, review, negotiate and approve vendor and consultant activities/deliverables and invoices.
- Assist with the management, review, and approval of the production and delivery of all maps, exhibits, or mapping and related real estate and engineering related data analyses with in-house resources.
- Assist with the development of specifications for surveys and maps that provide maximum utility for the greatest number of users while providing data essential for specific purposes. Design deformation survey networks to optimize accuracy while minimizing cost. Utilize appropriate technology to reduce the costs of labor-intensive tasks.
- Participate in task forces and internal study groups (e.g. hydro relicensing task force) to help develop strategies and policies.
- Train staff as necessary in CAD and other technical support skills.
- Assist in the development of budget and the justification for survey initiatives Authority-wide, related software and hardware purchases and upgrades.
- Provide expert opinion and assist in the development of land management and licensing policies, preparation of contract specifications, and communications with consultants.
- Assist as required with all aspects of the operation of a busy real estate office.
Knowledge, Skills and Abilities
- Knowledge of industry surveying mapping, and GIS/CAD practices necessary to ensure application of cost-effective solutions required.
- Practical work experience in a professional real estate environment strongly preferred.
- Ability to write and speak clearly and persuasively in coordinating activities among internal clients, communicating with consultants and in dealing with municipal officials, state and federal agency staff, and all other aspects of responsibilities.
- Ability to effectively manage and prioritize multiple projects within varying deadlines.
- Good negotiation skills to reach outcomes that gain the support and acceptance of all parties.
- Experience in and knowledge of eminent domain, riparian boundaries and related doctrines and statutes preferred.
- Detailed knowledge of survey requirements unique to utility industry (particularly hydroelectric projects and transmission linespreferred.
- Familiarity w/hydrography, GPS, and precise deformation surveys preferred.
- Broad knowledge of photogrammetry, geodesy, remote sensing, cartography, GIS, and site (civil) engineering preferred.
- Ability to specify, procure, use, and direct the use of computer aided design (CAD) software preferred.
- Working knowledge of ESRI GIS software preferred.
Education, Experience and Certifications
- Bachelor’s degree in land surveying or equivalent experience (see NYS Education Law Sect. 7206-a) required.
- Professional licensure in New York as a Land Surveyor preferred.
- Minimum 2 years of experience in the surveying/real estate industry required.
- Experience in Utility industry preferred.
- Work experience in a real estate-related setting, such as a law office, survey firm or title company, strongly preferred
Physical Requirements
- Approximately 10% travel primarily within NY State. Occasional overnight travel in NYS.
