POSITION OVERVIEW
Under the general direction of a Supervisor, this position performs procurement and contract administration support for the Los Angeles County Development Authority. The incumbent must maintain compliance with all relevant County, State, and Federal laws, ordinances, and internal policies and procedures.

  • Utilize electronic systems for record keeping purposes.
  • Develop solicitation packages for procuring materials/supplies, professional services, construction and commodities.
  • Analyze proposals.
  • Determine contract strategies, soliciting and scheduling pre-bid meetings.
  • Evaluate bids and proposals for compliance.
  • Develop and monitor project management timelines.
  • Coordinate contract specifications such as complying with insurance requirements.
  • Determine prevailing wage for the projects, and approve payroll documents.
  • Conduct internal audits, and perform other related duties as assigned.

The candidate must be able to analyze procurement related documents, demonstrate knowledge and experience in the field of Procurement and Contract Administration and be able to maintain compliance while committed to a high standard of customer service.

The candidate must be proficient with web-based systems and Microsoft Office products including Excel and Word. The candidate must have excellent verbal and written communication skills and be able to establish cooperative, working relationships with internal staff, other divisions, and outside vendors.

Ability to perform multiple assignments concurrently while still maintaining attention to detail is critical to success in this position. Must be able to plan, organize, and prioritize multiple assignments, work with limited supervision, and make sound independent decisions.

This position demands strong writing skills, attention to detail, multitasking, time management and planning skills while performing as a procurement subject matter expert committed to exceptional customer service and fair, open, competitive, timely, and ethical procurement practices.

Qualifications

  • Bachelor’s degree from an accredited four-year college or university with a major in business or a related field
  • One (1) year of experience in Procurement and Contract Administration for a large business or public agency.

DESIRABLE QUALIFICATION
Completion of a certification program demonstrating advanced knowledge in the Procurement arena such as public contracts, or federal government contracting, is preferred but not required.

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

Conditions of Employment

In addition to the above, the LACDA’s Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through “Salary Redirection” arrangements.

As part of this plan the LACDA will contribute $1000.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.

Changes to CalPERS:

The LACDA is a participant of the California Public Employees Retirement System (CalPERS). Effective January 1, 2013, an employee who is hired by the LACDA and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity OR has a break in service greater than 6 months (aka “New Member”), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 8.25% member contribution.

An employee who is hired by the LACDA from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka “Classic Member”) shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It’s important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a “Classic Member.”

*Traffic Court Specialist (TCS) employees receive one additional holidays.
