GENERAL SUMMARY
To lead, oversee and participate in the more complex and difficult work of staff responsible for providing skilled work in the maintenance, repair, alteration and construction of City buildings, facilities and fixtures including carpentry, plumbing, dry-wall, painting, welding, heating, air conditioning, venting, electrical, locks and hardware work; and to perform a variety of technical tasks relative to assigned areas of responsibility.

SUPERVISION
- General supervision is provided by the Facilities Maintenance Supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.
- Perform maintenance and repair of City facilities, equipment and buildings by performing a variety of skilled carpentry, electrical, painting, plastering, welding, plumbing, heating, air conditioning, and mechanical repair work.
- Operate, maintain and repair a variety of various mechanical tools and equipment such as power saws, power sanders, drills, air compressors, paint sprayers, sewer augers, and various hand tools required for carpentry, plumbing, and maintenance skills.
- Assist employees in their areas of work in building maintenance methods and techniques, and in assembling and using equipment.
- Perform minor repair and replace plumbing fixtures including sinks, toilets, water fountains, faucets and pipes; clear obstructions from water and sewer lines.
- Perform skilled journey level carpentry work including the construction, installation, remodeling and repairing of furniture, cabinets, fences, partitions, walls, windows, doors and other carpentry work.
- Perform minor repair and install electrical lighting systems and fixtures.
- Participate in the remodeling of facilities including submitting cost estimates to supervisor and coordinating with outside contractors as authorized.
- Inspect building facilities to identify building maintenance needs. Drive to and from destinations as assigned by Supervisor.
- Install, maintain and repair a variety of floor coverings and roof coverings as required.
- Maintain keyless access control system including: keyless building entry, motion keypads, and electronic locks.
- Repair Nederman Exhaust Systems within the Fire Department.
- Work on call duty.
When assigned to HVAC
- Install, adjust, repair and inspect heating, ventilation, and air conditioning equipment including forced air furnaces, air conditioning units, exhaust fans, air filters, compressors, cooling towers and heat exchangers, pumps and motors.
- Oversee and direct work of staff assisting on HVAC related tasks.
- Manage building automation systems. Run, interpret, and analyze various reports related to building automation systems. Locate and correct deficiencies as indicated in reports.
- Maintain and manage smoke E-Vac systems.
When assigned to Plumbing
- Serve as lead in major plumbing installation, replace, and replacement projects, including: sinks, toilets, water fountains, faucets and pipes; clear obstructions from water and sewer lines.

- Serve as lead in major electrical repairs and installation including: repair and installation of electrical lighting systems and fixtures.

- Install communication cables, new electrical service lines, security cameras, and alarm sounding devices.
- Trace electrical lines.
MINIMUM JOB REQUIREMENTS
EDUCATION
- High School Diploma or GED.
EXPERIENCE
- Five (5) years of experience in one or more of the building maintenance trades (electrical, plumbing, or HVAC).
CRIMINAL HISTORY
- Employee will not have a record of being convicted of a Class B misdemeanor or higher offense in order to work with and view Criminal Justice Information Services data.
LICENSES AND CERTIFICATES
- Possession of a valid driver’s license.
- Possession of certification in one of the following trades: Electrical, plumbing or air conditioning from either Texas Department of Licensing and Regulation (TDLR) or Texas Commission on Environmental Quality (TCEQ).
- Or 5 additional years of experience in a multi-trade setting.
- Or an associate degree.
- Or Trade School Certification in a related field.
- Or Certification as a Locksmith.
- Possession of aerial lift and forklift certification, as required.
WORK SCHEDULE
- Monday – Friday, 8:00 a.m. to 5:00 p.m.
- Overtime as required.

Full Time Employees:
The City of Mesquite offers the Zero Premium, Employee Only Benefits under the following plans: High Deductible Medical Plan, HMO Dental Plan, Vision Plan, and Life Insurance.
The City is self-insured and offers a choice of four medical plans: HSA, High Deductible, HMO, PPO, and EPO Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City’s self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.
The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.
The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.
Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability
Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
