The NYC Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. The Division of Child and Family Well-Being’s (CFWB) Policy and Compliance unit performs all tasks related to childcare policies and procedures, ensures compliance with federal, state and local laws and regulations that govern our funding streams, devise and/or assists with all internal policies and procedures. The unit also provides quality assurance (QA) to proactively safeguard compliance and standards and risk assessment to address all childcare subsidy fraud referrals made by a variety of internal and external sources. The QA and risk assessment activities extend to oversight of Child Care Block Grant funding administered by the Department of Education.
Reporting to the Assistant Commissioner for Policy and Compliance within the Division of Child and Family Well-Being (CFWB), the Policy Director will oversee reviewing, tracking and analyzing all Federal, State and local statutes, regulations, rules and policies relating to childcare assistance. This includes drafting summaries and comments as well as internal policies on all proposed changes to childcare assistance legislation, procedures and policies; advancing ACS childcare policy initiatives; and representing the Division in state, federal and local level discussions of childcare policy and legislation.
Working with and supervising the Senior Policy Analyst, the Policy Director will lead ACS’s childcare policy and procedure system including, but not limited to, the following:
• Develop and implement a user-friendly policy and procedure system.
• Document business and operating procedures.
• Develop and implement a system for requesting and updating policies.
• Draft, edit, review and update policy documents as needed.
• Analyze proposed and current laws, regulations and policy guidance.
• Lead and participate in work groups to develop and update policies and procedures.
• Research best practices for childcare policies.
• Develop proposed policy solutions to strengthen childcare in New York City

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to “1” above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in “1” above.
Preferred Skills
• Extensive knowledge of legislative and regulatory process
• Experience in policy analysis and procedure writing
• Experience in early childhood field
• Experience working with policy development and advocacy in the social services field
Additional Information
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $100,000- $112,000.
