Job Responsibilities

25% Under administrative direction, serves as a Network Engineer for the Department of Innovation & Technology (DoIT) / Illinois State Police (ISP):

  • Performs complex professional and advisory functions in Network Services for the Infrastructure Section.
  • Determines layout and specifications to design, develop and modify complex network communications, including various LAN components such as routers, firewalls, switches, intrusion detection, load balancers, web gateways, cabling, wireless controllers, etc., and assumes accountability of associated work products within the statewide network.
  • Performs complex design and configuration planning.
  • Determines bandwidth needs and hardware/software specifications.
  • Develops, documents, and implements agency standards.
  • Creates network diagrams and uses network discovery tools to keep network diagrams up to date.
  • Conducts tests and prepares analytical reviews of various settings in a complex LAN environment.
  • Researches, analyzes, conducts, and coordinates in-depth documented studies related to network communication and makes recommendations to management in support of procurement and development efforts.
  • Develops, implements, and maintains change control.
  • Develops detailed architecture documentation and testing procedures for management of the network environment.
  • Utilizes Transmission Control Protocol (TCP), Internet Protocol (IP), Quality of Service (QOS) Architecture, Packet Sniffers, Internet Protocol Security (IPSEC), Virtual Private Network (VPN), Video over IP, Voice over IP, and Enterprise Wireless LAN Controllers Administration in performance of duties.
  • Works outside of normal business hours to meet deadlines or address critical issues, as necessary.

20% Performs complex hardware and software setups and installations:

  • Tests and maintains various brands of LAN switches, routers, firewalls, intrusion detection, load balancers, web gateways, cabling wireless controllers, network security devices, etc., including physical installation of equipment, configurations of STP, BGP, VLAN, VPN and Transmission Control Protocol/Internet Protocol port translation, monitors and maintains change requests and performs required changes to systems configuration to meet customer needs.
  • Reviews vendor recommendations for upgrades and upgrades firmware and software on routers, switches, firewalls, etc.
  • Maintains firmware and software levels to vendor recommended levels.
  • Travels to various locations to setup and install hardware and software.
  • Lifts, loads, and unloads equipment weighing up to 75 pounds needed for installation.

20% Confers with customers in high stress situations to troubleshoot complex systems, end-user communication problems, system intrusions and communication and hardware errors:

  • Utilizes various utilities and diagnostic tools such as network monitoring systems including, but not limited to, NetScout packet analyzers and Orion and recommends actions to prevent further occurrences of the problem/issue.
  • Monitors trouble tickets to ensure Service Level Agreements are met, providing break/fix services to agency within the listed time frames, and escalates time sensitive trouble calls to senior staff and/or appropriate vendor for faster resolution time.
  • Serves on an on-call basis for emergency situations.

20% Serves as project coordinator for full-range major/complex projects, very large hardware/software deployments and installations across the agency and locations:

  • Determines and coordinates project components such as project scheduling and assignments.
  • Assigns and reviews the work of project analyst staff.
  • Provides expertise, guidance, and direction to staff.
  • Reviews results and incorporates individual components of project into the final products.

10% Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current knowledge of Information Technology products, vendor software/hardware, project management methodology, techniques, and procedures applicable to unit activities.
  • Attends demonstrations and exhibitions related to assigned operations.
  • Travels when held off-site.

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  2. Requires three (3) years of professional experience in Network Applications or a related Information Technology field.

Specialized Skills

  1. Requires three (3) years of professional experience with Networking Engineering, including Enterprise Firewall troubleshooting and configuration.
  2. Requires three (3) years of professional experience with Layer 2 and Layer 3 switch design and Data Center switching architecture and capacity planning.
  3. Requires three (3) years of professional experience with Internet Gateways and filtering, application load balancing, and local area network design.
  4. Requires three (3) years of professional experience with Transmission Control Protocol (TCP), Internet Protocol (IP), Quality of Service (QOS) Architecture, Packet Sniffers, Internet Protocol Security (IPSEC), Virtual Private Network (VPN), Video over IP, Voice over IP, and Enterprise Wireless LAN Controllers Administration.

Preferred Qualifications (In Order of Significance)

  6. Ability to analyze and diagnose network issues and coordinate efforts to resolve.
  7. Developed verbal and written communication skills to present technical information to others with clarity and precision.
  8. Ability to coordinate project activities of multi-level teams to achieve desired results.
  9. Cisco Certified Network Associate, Cisco Certified Design Associate or other routing and switching certification.
