A bachelor’s degree or higher from an accredited college or university with a major in accounting, finance, economics, or business and one (1) year of experience working in and/or auditing/examination experience in/of a financial institution (bank, credit union, trust company or savings and loan) is required.

  • A Master’s degree from an accredited college or university with a major in accounting, finance, economics, or business or five (5) years or more of experience working in and/or auditing/examination experience in/of a financial institution (bank, credit union, trust company or savings and loan) can substitute for the required degree and experience.

Preference will be given for the following:

  • Auditing or examination experience with a regulatory agency or financial institution.
  • Experience working in a financial institution
  • Proficient in Microsoft Office programs (Word, Excel, Outlook, and PowerPoint)

The minimum starting annual salary for this position is $48,140.40.

Employees of the Department of Financial Services, which include employees of the Office of Financial Regulation (OFR), are paid on a monthly pay cycle.

This position requires a security background check, including fingerprint as a condition of employment.

Background screening shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge of financial accounting or auditing principles, methods of compiling, analyzing, and presenting data, techniques utilized in conducting examinations or investigations of commercial banks, trust companies, savings associations, credit unions, international offices, securities or finance companies or insurance companies, monitoring techniques and mathematics.
  1. Ability to review, analyze and evaluate data, examine financial records, understand, and apply laws, rules, regulations, policies, and procedures, conduct research, and prepare reports, probe, and obtain critical facts, utilize problem-solving techniques, communicate effectively, establish, and maintain effective working relationships with others, recognize the validity, authenticity and propriety of accounting and operating records, coordinate training programs, and work independently.
  1. Must be computer literate, with the ability to effectively use computer hardware and software programs.
  1. Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  1. Ability to conduct fact finding research and to utilize problem-solving techniques.
  1. Ability to work independently, to plan, organize and coordinate work assignments.
  1. Ability to communicate effectively.
  1. Knowledge of OFR’s database system, REAL.

BRIEF DESCRIPTION OF DUTIES:

  • Evaluate licensing and chartering applications, including and as well as, background checks on proposed Officer and Directors pursuant to Florida Statutes (F.S.), Sections 655, 657, 658, 662, 663, 665 and 667 and corresponding Florida Administrative Code (F.A.C.) rules. Actions performed include – independent review and analyzing complex personal financial statements, independent review of statutory compliance of submitted applications, independent processing of multiple database searches, and preparation of detailed and complex summary reports to senior management to assist in overall decision-making processes for the Division of Financial Institutions (DFI).
  • Perform detailed background investigations of proposed Officers and Directors and assist in the evaluation of licensing and chartering applications as well as background checks on proposed Officer and Directors
  • Review, analyze, and process complaints received by the Division of Financial Institutions. Actions performed include – Ability to work independently and provide written and verbal regulatory compliance information to consumers regarding financial institutions, which include complex analysis requiring skills and the ability to refer complaints to appropriate agencies; and accurately record and process complaints into the REAL system.
  • Preparation of periodical reports and special projects including compile quarterly data for state-chartered financial institutions
  • Reviews, researches, and responds to correspondence/telephone inquiries from financial institutions.
  • Assist in reviewing, proposing, and monitoring statute and rule changes.
  • Performs related duties and responsibilities as assigned.
