Minimum Qualifications
Bachelor’s degree in Engineering, Architecture, Landscape Architecture or related field; five years of experience in project management and construction management, site and building development for recreational facilities, including two years of experience in a supervisory or lead capacity; or an equivalent combination of training and experience. This position requires good organizational skills and thorough understanding of the facility development process; the ability to communicate effectively with a variety of individuals and groups, both inside and outside the organization; excellent problem- solving skills; ability to work both independently and as part of a larger team and to effectively manage a project portfolio in all phases of development: budgeting, planning, permitting, procurement and construction administration. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, records must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state records must be obtained by applicant and presented at time of interview. Records must be dated within thirty days of the interview date. Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
Duties
The Construction Services Manager oversees the following functions: overall Capital Improvement Program (CIP) implementation; vendor/professional consultant procurement and coordination; individual site/facility construction development; system-wide major maintenance renovations/replacements; interdepartmental coordination, procurement compliance, CIP budget reporting; and scheduling of projects. The Construction Services Manager supervises and provides work direction for Construction Field Coordinators and Project Manager. The Construction Services Manager provides support to the Assistant Director Planning and Construction Services and the Assistant Director of Parks Operations and Maintenance for CIP budget development and project management within district maintenance teams.
