Duties

  • Review, analyze, and maintain a wide variety of data related to assigned leases or geographic basins, including marketing practices, transportation and processing facilities, pipelines, sales contracts, published prices, and industry literature.
  • Respond to requests from industry, states, Tribes, individual Indian mineral owners, ONRR staff and DOI offices to assist with procedures and methods for determining the valuation of mineral and energy resources for royalty purposes.
  • Collaborate, coordinate, and communicate with other team members, and members of other ONRR teams, as appropriate, to develop sound valuation guidance and ensure consistent application and interpretation of policies and procedures.
  • Evaluate, using applicable regulations and procedures and professional, technical training, company requests to determine appropriate transportation and processing allowances.
  • Provide guidance on valuation procedures and methods for industry to use in reporting royalty due the Federal Government and Indian tribes and individual Indian mineral owners for minerals extracted nationwide, onshore and offshore.

MINIMUM QUALIFICATION REQUIREMENTS:

All applicants must first meet one of the following basic qualifications:

A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically this requirement includes: detailed knowledge of the concepts, principles, and practices of geology, engineering, and/or physical sciences applicable to the valuation of oil, gas, solid mineral, and geothermal products; determination of fair market value of oil, gas, solid mineral, and geothermal resources; and determination of equitable royalties, rentals, and other revenues accruing to the Federal and Indian lessor. OR

B. Three years of progressively higher level graduate level education leading to a Ph.D. degree or equivalent doctoral degree in Geology, Physical Science or Professional Engineering. OR

C. Combination of education and experience as listed above.

At the GS-12 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically this requirement includes: thorough knowledge of concepts, principles, and practices of geology, engineering, and/or physical sciences applicable to oil, gas, solid mineral, and geothermal industries; deliver expert advice on all aspects of industry valuation projects on Federal and Indian lands that bear upon the financial activities and interrelationships of OS, States, Tribes, and the oil and gas solid mineral and geothermal industries.
