Summary

The Deputy Clerk of the Court serves at the pleasure of and works under the general supervision of the Clerk of the Superior Court. Under the direction of the Clerk of the Court, the Deputy Clerk of the Court manages the operations and administrative activities of the Clerk of the Court Office and assist in the performance of the statutory duties of the office. The Deputy Clerk of the Court also provides management and leadership of all non-judicial functions and activities.

Duties

BRIEF DESCRIPTIONS OF MAJOR DUTIES:

The duties and responsibilities of the Deputy Clerk of the Court include but are not limited to the following:

  • Provides recommendations to the Clerk of the Court regarding policy issues, program and enterprise projects to meet operational needs; advises on and assist in identifying, articulating and implementing policies and procedures to improve Superior Court Operations.
  • Performs assessment of the efficacy of operations; identifies the need for, initiates and implements procedures, programs, and projects to enhance the effective and efficient accomplishments of Superior Court’s strategic objectives.
  • Develops and revises contingency plans to facilitate the continued efficient and effective operations of the Superior Court, and satisfaction of statutory obligations.
  • Provides policy analysis and strategic consultation to the Clerk of the Court and management support on major issues affecting the Superior Court.
  • Makes recommendations to the Clerk of the Court regarding proposed legislation on relevant court interests. Provides analysis on pending and enacted legislation, rules, and case law which may impact Superior Court operations.
  • Assists in the review and approval of Superior Court annual budget requests. Monitors Superior Court division budgets and expenditures to ensure compliance with budget allocations.
  • Assists in the performance management process and in the development and implementation of standard performance management processes including performance calibration, performance plans and evaluations, rewarding and coaching staff, documenting performance and addressing issues in a timely manner, and issuing and reviewing corrective actions as warranted in accordance with court policy and office procedures and standards.
  • Supervises court executive service and administrative staff, ensuring efficient and effective delivery of services consistent with policies and procedures.
  • Facilitates the recruitment of Clerk of the Clerk staff including on boarding, training, and retention of employees in compliance with personnel policies and guidelines.
  • Builds and maintains relationships with internal and external stakeholders including justice partners through court visits, electronic and telephonic contact, and written communication. Serves as a resource to ensure the smooth functioning of the Court in all operational areas.
  • Participates in court conferences, trainings, meetings and committees regarding court initiatives and programs, procedures, rules, policies, and studies.

Qualifications

Minimum Qualifications:

Graduation from an accredited college or university with a Law degree and a minimum of seven (7) years of progressively responsible administrative and leadership experience with at least five (5) years of experience in a position of substantial administrative, supervisory, or managerial responsibility in a court, legal or justice-related environment. Must be a current member of the District of Columbia Bar or must become a member within nine (9) months of appointment.

To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive-level management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed in the how to apply section. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates must possess senior-level management and technical experience. Candidates’ experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and technical, as well as program knowledge, skills, and abilities outlined under the five CESCQ. Failure to meet the basic qualification and address the CESCQ factors automatically disqualifies an applicant.
