About the Department
The legal department is responsible for providing legal advice and expertise in a variety of areas, including corporate governance, transactions, litigation, government affairs, compliance, non-profit law, employment law, and risk management. The legal department also manages the negotiation of contracts and participates in the development of organizational policies and procedures.
About the Position
The Compliance and Government Affairs Counsel is a skilled, detail-minded and highly organized individual who provides key advice and assistance to the Legal Department and the organization. The Compliance and Government Affairs Counsel will work independently and interface with staff, management, and third parties under the supervision of the General Counsel.
Job Responsibilities:
COMPLIANCE
- Policies and Procedures: Draft and revise compliance policies, protocols, and guidance and coordinate periodic policy reviews as necessary.
- Benefit Plans: interpret plan documents and ensure compliance with benefit plan terms, interpret plan documents and negotiate favorable terms.
- Charitable Solicitation, Defined Giving, and Grants: assist with compliance with federal and state registration and reporting requirements, including Form 990; provide advice concerning benefit events and structuring gifts made or pledged by donors and prospective donors, including analysis of restrictions placed on gifts will be spent or invested; and ensure compliance with grant terms.
- Employment: work with HR to ensure compliance with federal, state, and NYC employment laws, including Title VII, Wage & Hour laws, NYC Human Rights Law, and update employee handbook, policies, and procedures accordingly.
- Fund-raising through Charitable Gaming: ensure compliance with gaming laws for all fund-raising involving gaming such as sweepstakes and raffles.
- Intellectual Property: ensure compliance with licensing agreements when NYRR licenses I.P. from third parties as well as when NYRR license I.P. to third parties.
- Internal Policies: ensure compliance with NYRR’s internal policies including records management, and employee policies.
- Permits and Licenses: ensure compliance for appropriate Parks/City permits, ADA permits, occupancy permits, liquor licenses, fire & safety permits.
- Privacy Laws: ensure compliance in gathering and maintaining personal information from website, sweepstakes, development, mailing lists, membership information; and events; develop policies and procedures to prevent breaches of confidential information, including the appropriate IT best practices; audit current physical and electronic storage of confidential information.
- Tax (Federal, State, and Local Tax Laws): ensure compliance with all laws, including but not limited to New York Not-For-Profit Corporation Law, Federal Unrelated Business Income Tax and Unrelated Business Taxable Income.
- Working with Minors: ensure compliance with SafeSport Child Abuse Prevention Policy and Procedures.
- Training & Communications: Conduct and Develop Compliance Trainings for the Organization in Conjunction with Other Departments throughout NYRR.
- Partner with colleagues in various departments on monitoring and strengthening internal controls.
- Conduct spot legal research, memo drafting, gap analysis, as needed.
- Conduct due diligence on new third parties for various departments.
- Assist in conducting and overseeing legally privileged internal investigations.
GOVERNMENT AFFAIRS
- Partner with colleagues in various NYRR departments to develop a government relations strategy and program.
- Develop relationships with and serve as NYRR’s liaison to:
- New York City Government and Agencies, including but not limited to:
- NYC Department of Parks & Recreation, NYC Department of Education, NYC Department of Health & Mental Hygiene, NYC Department of Sanitation, NYC Department of Environmental Protection, NYC Department of Buildings, NYC Department of Transportation, NYC MTA, the NYC Economic Development Corporation, the New York City Mayor’s Office, New York City Borough Presidents’ Offices, the New York City Council’s Office, New York City Community Boards, and FDNY.
- Federal Government and Agencies, including but not limited to the National Parks Service, the U.S. Department of Health & Human Services.
- New York State Government and Agencies, including but not limited to the New York State Department of Transportation.
- Federal, State, and Local Law Enforcement in conjunction with NYRR’s Head of Safety and Security.
Job Requirements:
Experience:
- At least five years’ experience as a lawyer in a law firm or in-house legal department with relevant experience in compliance and government affairs.
- Experience and established relationships working with New York City government agencies.
- Experience working with non-profit organizations.
Education:
- J.D. degree required.
- B.A. or B.S. degree required.
Skills and Attributes:

- Strong analytical skills and an ability to demonstrate sound legal and business judgment, even in ambiguous situations.
- Ability to interpret and prepare legal documents and communications.

- Strong prioritization, efficiency and organization skills needed to independently handle requests from different departments.
- Prioritizes internal and external interactions and responds appropriately.
- Sound judgment in understanding when to engage supervisor when providing support and communicating with third parties.
- Ability to be proactive and to work independently, but also successfully co-exist within a small team.
- Ability to exercise a high level of discretion and confidentiality.
- Excellent written and verbal communication skills.
- Proficient in legal research on Westlaw and on internet.
- Proficient in Microsoft Office Suite (Word, Excel, Power Point, Outlook) and other software platforms.
Other Requirements:
- Admission to New York State Bar required.
Salary: $115,000 – $125,000/year
