Project Manager, Justice Collaborations; posting closes on November 1, 2023

The Project Manager is part of a team dedicated to strengthening communities, minimizing arrest and incarceration, improving crisis response, and preventing violence. Specifically, we are looking for someone with a strong equity lens to plan and drive efforts in close collaboration with an array of stakeholders from the community, law enforcement, the courts, and the jail. The Project Manager, who reports to the Manager, of Justice Collaborations (Analytics, Technology and Planning) at Allegheny County Department of Human Services, will implement, and provide leadership, daily management, oversight, and coordination of various strategies. This will include the facilitation of one or more of the following types of stakeholder groups: leadership task force, project team, critical incident review group, or community advisory committee.

This project manager will develop project plans using data and best practices research, convene implementation teams, monitor progress, engage the community, and keep stakeholders informed throughout the entire process. Additional responsibilities will include:

Design and implementation:

  • Providing daily operational management, ensuring that implementation plans are developed and executed to ensure performance in meeting defined goals and objectives.
  • Coordinating the activities of the various partner agencies, and organizing the technical assistance necessary to institutionalize and embed the strategies in and among partner agencies
  • Maintaining strong, collaborative working relationships with a broad set of stakeholders, including law enforcement partners; community-based organizations; foundation partners; and social service providers to ensure work is completed, partners are kept to task and adequate resources are available
  • Appropriately and efficiently communicating progress to all relevant stakeholders, both in written and oral forms
  • Facilitating project team, workgroup or task force meetings, including action-oriented agenda planning and collaborative decision-making
  • Creating comprehensive plans that identify all tasks, resources, and deliverables required to achieve the desired results.

Research, analysis, and writing:

  • Researching and writing grant applications for government and foundation funding to support innovation and implementation efforts.
  • Organizing and conducting thorough analyses of programs, processes, and outcomes.
  • Supporting the development and implementation of quality improvement strategies with programs; monitoring progress and making adjustments as needed.
  • Researching and writing reports.
  • Coordinating data collection with partners and DHS’s data analytics team.
  • Identifying, researching, and elevating systems change issues and other priorities to leadership
  • Contributing to DHS-wide strategic planning

  • Outstanding written and oral communication skills, including confidence, tact, and nuance in working with senior political and law enforcement personnel.
  • Proven ability to think strategically and develop effective, concise action plans.
  • Experience with Microsoft Office programs, including Word, PowerPoint, and Outlook; proficiency in Microsoft Excel is also required.
  • Experience working on justice system diversion, reentry, behavioral health crisis response, or domestic violence issues, and knowledge of practices, policies, and laws impacting individuals and families experiencing unmet behavioral health needs, incarceration, and violence preferred
  • Must be willing to work with treatment providers, community-led organizations, the domestic violence victim advocacy community, and batterer/offender service providers, as well as law enforcement, court, and jail partners
  • Direct experience working with senior and mid-level leaders in government, private sector, community-based agencies, social service professionals, and academicians.

Education/Experience Requirements: Bachelor’s degree from an accredited college/university in a related field, plus 5 years of previous experience working in project management, program planning, or program development. A valid driver’s license and access to a reliable vehicle are required.
