About this Position

Under general direction, performs advanced graphic arts design and multimedia production work for the Illinois State Police Academy, as well as the entire Illinois State Police. This position is responsible for coordinating, producing, and publicizing multimedia productions utilizing multiple computer platforms and graphic arts software. Provides expert techniques and strategies to ISP staff in order to create, produce, and enhance graphic and media projects for the agency. Additionally, this position requires the ability to operate various audio-visual equipment in order to assist the needs of class coordinators, instructors, and various other staff requiring multimedia/audio-visual and graphic arts assistance.

Job Responsiblities

1. Coordinates and prioritizes all graphic art, multimedia, and audio-visual production needs for classes, meetings, and special events conducted at the Illinois State Police Academy and throughout the state at various other ISP locations.

  • Serves as ISP Graphic Arts Designer lead responsible for providing direction to audio-visual staff in order to ensure all phases of projects are completed within a timely manner, in addition to ensuring the project is completed efficiently and the final products are of professional quality.
  • Responsible for coordinating, producing, and editing professional, high-quality graphic arts and multimedia projects for the agency.
  • Serves as ISP Graphic Arts Designer lead by providing direction to audio-visual staff in order to ensure all phases of projects are completed within a timely manner, in addition to ensuring the project is completed efficiently and the final products are of professional quality.
  • Coordinates the multimedia needs for all classes and special events utilizing the appropriate audio-visual equipment that is required for specific courses.
  • Operates various types of graphic and photographic art equipment such as scanners, high-speed printer, laminators, cameras, video cameras, and Unmanned Arial System (Drone).
  • Maintains a license to fly the ISP Drone to capture various events hosted by the ISP and meld these recordings together with other recordings to create a high-quality product.

2. Utilizes multiple computer platforms and many types of graphic arts software, such as Adobe Suites, Premier Pro, PowerPoint and hardware and other graphic arts tools and equipment to develop or revise various agency forms, handbooks, brochures, and other materials; records information on the computer, checks for errors by proofreading and checking punctuation and spelling.

  • Develops graphics which are incorporated into new and/or revised training materials using various graphic arts and computer software and hardware to support Cadet curriculum and training.
  • Develops and maintains technical expertise on various pieces of equipment in order to support the development of new curricula.
  • Maintains files for a wide variety of information used to enhance training aids. Modifies graphics to meet the presenter’s needs.
  • Prepares charts, graphs, posters, signs, cartoons, diagrams, and other visual graphics for department personnel for use in curriculum and at special events.
  • Designs covers and prepares graphic illustrations for Academy publications.
  • Travels to participate in various events and presentations for the ISP, sets up and utilizes graphic, multimedia, and photographic equipment and makes necessary adjustments and any needed repairs.

3. Serves as liaison officer between the Academy, the ISP Photographer and all state, county and local agencies regarding all electronic, audio-visual equipment matters and all matters concerning graphic arts and design.

  • Using internet and website platforms, copies and transfers necessary graphic and multimedia presentations for distribution.

4. Provides recommendations for updating and maintaining state-of-the art computer equipment and software which supports the duties for graphic design and multimedia projects.

  • Prepares bid specifications and submits purchasing orders for computer equipment, multimedia equipment, i.e., professional still and video cameras, audio-visual equipment and various equipment for classrooms and special events.
  • Provides training to personnel from various ISP entities in the use of audiovisual equipment located at the Academy and offsite locations to ensure equipment is used properly.

5. Consults with technical staff to remedy hardware and software issues.

  • Responsible for inventory of State-owned equipment, borrowed equipment from other state and federal agencies, along with input into the purchase of new equipment from the State contract or appropriate vendors.
  • Maintains inventory and circulation records.

6. Oversees the Audiovisual Unit multi-media supplies to ensure the necessary supplies and electronics are available for present and future projects.

7. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to four years of college with a concentration in art, computer art, graphic design, or a related subject and two years of professional experience in art/design production or graphics in both printed and electronic media.

Preferred Qualifications

1. Prefers two (2) years’ experience and extensive knowledge of visual design, layout and graphic presentation and printing techniques as related to graphic presentation.
2. Prefers two (2) years’ experience and extensive knowledge of appropriate software to effectively create graphic arts products.
3. Prefers three (3) years’ experience with the ability to exercise self-discipline and work under pressure to meet work deadlines and production schedules.
4. Prefers two (2) years’ ability to operate personal and Apple Macintosh computers.
5. Prefers skill and ability to translate ideas into graphic expressions, perform library searches, and exercise skill in drawing and use of color.
6. Prefers two (2) years’ experience and the ability to maintain effective working relationships with coworkers, agency clients, and multimedia companies.
7. Prefers one-year experience with the ability to create effective formats for forms, booklets, newsletters, and other agency publications.
8. Prefers two (2) years’ experience and the ability to participate in planning and production of promotional, educational, and informational material.

4. Ability to travel when needed.
