The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
Payment Services Unit oversees and ensures all agency payments are accurately issued in a timely manner and in accordance with all governing directives. Payment Services processes monthly Child Welfare payments for over 300 contracted foster care, preventive and juvenile justice providers with multiple contracts. Housing and Adoption Subsidy/KinGAP payments for over 10,000 clients, Child Care for over 9,500 voucher providers and programs, as well as agency administrative payments totaling approximately 28,000 invoices each year. Payment transactions exceed 280,000 annually, totaling more than $2.04 billion dollars in expenditures. Process invoices for care and maintenance, special payments, and fair hearings for Foster Care, Adoption/KinGAP Assistance and Housing Subsidy averaging approximately $135 million per year.
The Adoption Subsidy Supervisor is responsible for supervising the processing of Adoption and KinGAP subsidy payments within Client Services payment units.
Typical duties include but are not limited to:
• Supervise staff within payment services unit to assist client issues with regards to monthly adoption subsidy payments, budget letters, lost check affidavits, direct deposits and other banking issues.
• Utililize various ACS payment systems tools such as the New York State Benefits Issuance and Control System (BICS), the Adoption & KinGAP Attorney Payment system (AKAP), Microsoft Excel to reconcile and prepare monthly adoption/ guardianship subsidy payments. This position is critical in ensuring the timely and accurate payments to recipients.
• Examine payment supporting documents to ensure all supporting documents are appropriate and in accordance with established directives.
• Ensure compliance during payment processing with procurement Policy Board rules, Prompt Payment Guidelines, directives and standards from City oversight entities such as the New York City Comptroller; responsible for reporting any discrepancies and issues to the Director.
• Assist with design and implementation of Adoption and KinGAP Attorney Payment (AKAP) system.
• Provide technical assistance to staff within Division of Finance and Family Permanency Services.
• Provide staff with training and coaching on any new practices, policies, and/or procedures.
• Responsible for records management, including scanning and preparing payment files for storage at the ACS warehouse and assisting Administration with document flow, as needed.
• Perform related tasks, as necessary.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in “1” above;
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must possess the one year of administrative or supervisory experience as described in “1” above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in “1” above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Preferred Skills
The payment supervisor must be proficient with various ACS payment systems tools such as
• BICS-Benefits Issuance and Control System
• AKAP-the Adoption & KinGAP Attorney payment system
• Microsoft Excel to format templates and update spreadsheets in
order to generate unit reports.
