What You Will Do

Come and join the brightest minds at the most innovative R&D facility supporting our national security! Los Alamos National Laboratory is looking for an upper-level program manager to work within the University Collaborations Office (UCO) in the National Security Education Center (NSEC). As a program manager in the UCO, you will assist in the management of its technical/scientific and operational portfolio. This will involve significant contributions to the overall growth of the Laboratory’s Joint Appointment program and planning and coordination with senior-level executives at universities and within the Laboratory.

In this role, you will work with NSEC and UCO Leadership to develop, implement and advance NSEC’s strategy for regional academic collaborations, and enable the execution of the Laboratory’s Institutional Agreements with the three New Mexico research universities and the New Mexico Consortium (NMC). You will partner with internal and external customers, individual researchers and/or research groups/programs to determine the scope, time frames, and funding requirements for collaborative efforts. You will develop working relationships with senior executives at regional universities, including our University of California and Texas A&M University System partners. Building and maintaining trust and confidence across a network of science and engineering, programmatic, and partnership domains will be required for success.

NSEC facilitates science and engineering education and research through strategic research and education centers, academic partnerships, and student and postdoctoral programs. NSEC serves as an interactive hub for students, postdocs, and visiting faculty from around the world to collaborate on research and exchange ideas with Laboratory technical staff. Participants engage in specialized education, hands-on education and training opportunities, and the development of diverse exciting research projects. NSEC establishes academic collaborations through Joint Appointment programs with regional and national universities, and through a special relationship with the NMC, a unique non-profit organization of the three New Mexico research universities formed to advance scientific research and education in the state.
What You Need

Minimum Job Requirements:
Technical

Expert-level knowledge and demonstrated experience in a scientific/technical discipline, usually with significant research experience as evidenced through publications and presentations, that aligns with the strategic mission at LANL and our technical capability pillars. National recognition as a technical/scientific leader.

Program Management

Advanced knowledge of and demonstrated consultative experience in all aspects of program development and/or program management of complex technical/scientific work, including defining program work scope, schedules, budgets, priorities, and performance milestones.

Relationships

Consultative experience in developing and nurturing effective high-level external and internal customer relationships.

Consultative experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.

Contracts and Grants

Familiarity with writing and reviewing research contracts and grants.

Communication

Excellent oral and written communication and presentation skills.

Education/Experience:

Position requires a bachelor’s degree from an accredited institution and 12 years of direct related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. Position typically requires an advanced technical degree.

Desired Qualifications:

Demonstrated record of college and university engagement and leadership of research or educational collaborations.

Knowledge of the scientific/engineering capabilities of the Laboratory and its Capability Pillar framework, and effective understanding of the national context in this area, including identifying and analyzing possible collaborators and new teaming arrangements, and effectively incorporating this knowledge into establishing and maintaining collaborations with university partners.

Extensive experience in the development and application of sponsor/customer needs (including their plans, constraints, and requirements).

Experience with LANL subcontracts as an AdSTR, STR, or requester with an understanding of the requirements and deliverables for a subcontract.

Work Location: The work location for this position is hybrid and is located in Los Alamos New Mexico. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
