POSITION SUMMARY:
Under general supervision, performs work of considerable difficulty through the daily leadership of a team of employees to include planning, organizing, coordinating, coaching and supervising a variety of functions within the Division of Utilities Administration; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
- Supervises and/or coordinates activities of sections as assigned
- Including assigning work, reviewing and evaluating work performance, prioritizing and delegating essential tasks, developing work schedules
- Performs benchmarking of best practices with recommendations for new or improved procedures and works on projects to design or redesign system enhancements
- Researches problem areas (computer, procedure, training, subordinate) to detect source and recommend solutions
- Responsible for system operation within section
- Interacts with customers in person, via telephone or written correspondence
- Resolves difficult problems
- Communicates with various community agencies and companies to resolve problems
- Explains statutory requirements, rules, and regulations to others including billing rates and structures inside and outside the City of Toledo
- Participates in the DPU Appeals process by representing DPU on the boards that meet, review and render decisions pertaining to customer bill disputes
- Makes presentations to groups as requested regarding section and division procedures and activities
- Coordinates the operation of assigned sections with the other operations of the Public Utilities Department, as well as other departments and divisions
- Develops new procedures and methods for operation of assigned section
- Instructs subordinates in proper procedures for section activities
- Determines training needs and develops and implements training programs as needed
- Interprets and implements department/division policies, rules, and regulations
- Participates in interview process and makes recommendations regarding new appointments or promotions
- Listens to employee complaints and grievances, makes adjustments, and/or recommends disposition of same
- Initiates disciplinary actions as needed
- Develops and maintains management statistical reports
- Attends supervisory meetings to share information concerning section activities and receive information about other sections and the division/department activities
- Coordinates activities of assigned sections communicates with customers in regards to assigned area
- Prepares reports
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
- Proficient knowledge and application of modern office equipment, practices and procedures
- Considerable knowledge and application of DPU Rules and Regulations and City policies and procedures
- Considerable knowledge and application of the DPU utility billing, customer relationship management and asset management software and how it affects its own section and all others
- Considerable knowledge of accounting principles and practices
- Considerable knowledge of supervisory techniques
- Good knowledge of systems analysis
- Good knowledge of collective bargaining agreements governing divisional personnel
- Considerable knowledge of legal procedures; including bankruptcy codes pertaining to utility accounts; liens, foreclosures, sheriff sales, and collecting past due accounts

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
- Graduation from high school or General Education Development (GED) Tests equivalency
- Three (3) years of recent responsible utility administration experience involving the use of utility billing software
- Must possess a valid Driver’s License

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance
City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.
Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.
Roth 401(k)
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
