POSITION DESCRIPTION
The City of Fife has developed an innovative approach to address some of the challenges of homelessness through a residential jobs program. This program provides housing, training in parks maintenance and landscaping to program participants who are supported by our Community Navigator Program Manager, two Case Managers, and the Jobs Program Lead. This is a great opportunity to work within this program and help people find success and reach their goals.
Under general supervision and direction from the Community Navigator Program Manager, the Jobs Program Lead is responsible for leading the Jobs Program Participants in their daily job duties. They are responsible for working closely with the Fife Parks Department to identify the projects that are needed throughout the City of Fife. In addition to working and training participants in a variety of landscaping duties and performance of parks maintenance throughout the City, the Jobs Program Lead also supports the participants in establishing healthy work habits and work culture.
Weekly Schedule (29.5 hours per week)
- Monday 7 a.m. to 3:30 p.m. (8 hrs.; 30-min lunch)
- Tuesday 7 a.m. to 3:30 p.m. (8 hours; 30-min lunch)
- Wednesday 7 a.m. to 3:30 p.m. (8 hours; 30-min lunch)
- Thursday 8:00 a.m. to 1 p.m. (5 hrs.)
ESSENTIAL DUTIES
- Provide direct support to the Parks division and collaborate to identify needs throughout the parks system
- Oversee performance of a variety of landscaping-focused projects, to include modeling of duties. This is a working lead position.
- Transport (using a 15-passenger shuttle van with a small trailer) job program participants to and from the work site and other locations.
- Act as the main point of contact for facilities for the Jobs Program Village
- Maintain Jobs Program tools and equipment to ensure that they are in optimal operating condition.
- Lead and/or assist with training of Job Program participants, including but not limited to:
- Train program participants in landscaping duties, ensuring the safe use of tools and methods
- Developing a positive work culture among participants
- Identify, cultivate, and support Job Program participant’s skill development and growth.
- Certification training in Flagging; CPR/First Aid; Pesticides; and more.
EDUCATION, EXPERIENCE & OTHER REQUIREMENTS
EDUCATION:
High school diploma or equivalent.
EXPERIENCE:
At least 1 year experience in landscaping and working with diverse populations.
Equivalent education and/or experience may substitute for the qualifications listed above.
Must possess a valid Washington state driver’s license and maintain a driving record acceptable to the City’s insurance carrier. Must pass a comprehensive background check.
First Aid/CPR and Food Handlers card must be obtained within three (3) months of employment.
Other certifications may be required throughout employment, including but not limited to pesticides, fork lift, flagger and playground inspector.

Working Conditions
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Work is performed both in an office setting and in the community. The Community Homeless Lead will be required to regularly perform normal duties in inclement or severe weather conditions. The employee may have exposure to hazards such as chemicals, insect stings, and temperature extremes. The employee may also have exposure to blood and communicable disease. A Case Manager may expect to encounter hostile or violent individuals and may be subject to verbal and/or physical attack or assault from such individuals. Tasks may require the employee to wear protective clothing or equipment. Work is performed with considerable independence.
Physical Requirements
Work is performed both in an office setting and in the field. Must have visual acuity. Must be able to hear, understand, and operate a two-way radio communication device.
The Jobs Program Lead may encounter emergency situations that may require rapid evacuation of an area to avoid personal injury or assist other individuals and must therefore have the physical ability to walk and run.
This position is not currently eligible for benefits.
