About the Position
Performs complex administrative work planning, organizing, directing and administering the activities of the department, public service programs, parks and leisure activities programs, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.
Job Duties
- Coordinates the operation and maintenance of public services activities.
- Provides administrative leadership, oversight and direction for various services’ departments such as Cooperative Extension, Older Adult Services, Friends of Youth, Transportation; serves as Director of Parks & Recreation.
- Directs a variety of leisure activities programs and parks development for the citizens throughout the County.
- Represents the County with State Parks Division, National Park Service, NC Tourism Bureau, other state agencies and federal officials, local schools, and community organizations.
- Addresses human resources issues as required.
- Prepares and monitors the department budget; authorizes expenses.
- Reviews, supervises, and evaluates program delivery, policies, rules and procedures.
Position Qualifications
Thorough knowledge of principles and practices of County lesire activities management and administration, principles and methods of parks and playground planning and development, and equipment required , local government budget, personnel and purchasing practices and procedures; ability to develop and execute a comprehensive program of leisure activities and parks; ability to use sound judgment in decision-making and problem resolution; ability to cooperate with and interpret varied service and leisure activity philosophies to County authorities, public and private groups and agencies, and the general public; ability to formulate safe operational policies and procedures; ability to maintain records and prepare technical reports; ability to supervise the work of subordinates; ability to establish and maintain effective working relationships with local, state and federal officials, employees, program participants, parents and the general public.
Education, Experience and Supplemental Information
Graduation from a college or university with a degree in Leisure Activities, Parks and Recreation Administration, Recreation or related degree and extensive supervisory experience with large and diverse recreation programs, or a combination of education and experience.
Special RequirementsValid North Carolina driver’s license.
