GENERAL DEFINITION AND CONDITIONS OF WORK

Performs skilled technical work performing a variety of engineering assistance tasks; does related work as required. Work is performed under the moderate supervision of the General Manager of Engineering.

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Performing field and office engineering work, assisting with field survey work; entering data into computer systems; operating automated drafting software; maintaining records and files. Provides engineering plans, specifications, and support to electric and natural gas departments for service lines and fiber optic infrastructure. Provide work orders and material lists for overhead and underground electric and natural gas systems for new construction, maintenance and repairs.

Conducts field surveys and stakes out facility placement. Meets with customers and provides information to contractors and developers regarding electric, natural gas and security light services. Evaluates residential, commercial and industrial building plans with regard to service characteristics and location of service entrance equipment for electric, natural gas. Performs voltage drop and pressure drop calculations. Conducts field checks for availability of electric and natural gas service and territorial considerations. Completes and submits appropriate permit applications for NCDOT and other governing agencies. Researches easements; records new easements and plats; researches existing rights-of-way; records new rights-of-way agreements and plats; researches property titles. Performs cost estimates for electric and natural gas services and upgrades. Maintains as-builts, project files and records. Updates GIS with electric and natural gas facilities and associated features from construction as-builts. Compiles and writes letters, memos, policies, equipment specifications, operating standards and instructions; as well as prepares reports and spreadsheets. Offers assistance as needed during system restoration after/during storms, accidents, etc Represents City at local trade shows and meetings. Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES

General knowledge of surveying and civil engineering practices, procedures and techniques; some knowledge of engineering maps and records; general knowledge of mathematics and trigonometry as applied to engineering calculations; ability to operate standard office, word processing and data entry equipment; ability to establish and maintain effective working relationships with associates and the general public.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited community college with major course work in engineering technology or related field and minimal surveying and engineering experience.

SPECIAL REQUIREMENTS

Possession of an appropriate driver’s license valid in the State of North Carolina.
