• Under direction, manage NYC Parks’ Capital Projects Division’s compliance with NYC Admin Code • 6-129 a/k/a Local Law 1 of 2013 (LL1) and applicable state and federal diversity, disadvantaged and Minority and Women-owned Business Enterprise (MWBE) rules. Develop MWBE utilization goals and plans, produce status reports and tracking documents and advise other units on vendor diversity initiatives and policy. Assist with state and federal grant compliance as it pertains to small/local/disadvantaged business inclusion on capital projects.
• Manage all capital procurement-related vendor reviews, determinations, and contract compliance. Vet potential vendors and subvendors for financial capacity, business integrity, licensing, certification, and qualification according to program needs and governing rules and policies, including Prevailing Wage Due Diligence, Apprenticeship Program requirements, Community Hiring goals, Wicks Law and LL1.
• Facilitate the agency’s use of the MWBE Discretionary Small Purchase and other innovative methods to procure capital projects from MWBEs. Manage Parks’ pre-qualified list of vendors and establish additional pre-qualified lists according to agency needs. Facilitate the implementation of state and city MWBE initiatives including the citywide small business mentorship program.
• Maintain and establish good working relationships with vendors, trade groups, and other industry professionals. Meet with and debrief vendors to assist them with the bidding and proposal process, improve contract compliance and proactively resolve conflicts. Organize, promote, attend, and present at industry networking events to maximize competition and MWBE engagement.
• Evaluate vendor performance and compliance with contractual requirements. Prepare correspondence for poor performing vendors and meet with firms to improve performance.
• At the discretion of the Commissioner, Deputy Commissioner, and ACCO, serve as NYC Parks’ MWBE Officer, Chief Diversity Officer, and/or Agency Chief Contracting Diversity Officer as needed regarding MWBE matters.
• Supervise a team of up to eight staff performing vendor vetting, contract compliance, MWBE utilization and related procurement functions. Maintain excellent records and reconcile a variety of contract and vendor databases and information systems. Develop training materials, standard operating procedures, checklists, and guides. Manage implementation of new policies, rules and systems governing capital procurement and vendor integrity.
• Serve as the agency’s primary MWBE liaison with oversight agencies including the Office of the Comptroller, the Mayor’s Offices of Contract Services and MWBE, the Department of Small Business Services and the Department of Investigation. Liaise and collaborate with program staff, internal compliance personnel and in-house counsel to ensure procurements and vendor approvals are compliant with relevant rules and policy. Advise Agency Chief Contracting Officers and executives on vendor diversity and integrity issues and assist with the preparation of presentations and talking points for Commissioners.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in “1” above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in “1” above; or
3. Education and/or experience equivalent to “1” or “2” above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in “1” above.
Preferred Skills
1. Strong knowledge of city, state and federal procurement rules and regulations and vendor diversity initiatives.
2. Experience managing or supervising staff.
3. Excellent communication, writing and organizational skills; ability to produce and conduct presentations.
4. Excellent interpersonal and relationship-building skills.
5. Familiarity with public works, capital projects and the construction industry.
6. Valid New York State driver license.
