General Description
The Orange County Animal Services Department has an opening for an Office Assistant II position. An employee of this class is primarily responsible for providing assistance to walk-in customers and callers, entering data and information, ensuring necessary paperwork is completed, maintaining files of records and reports, receipting fees and donations and processing paperwork for animal intakes and adoptions.
Work is performed under the general supervision of the Customer Service Supervisor with some leeway for independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work and in making decisions. This position does not supervise staff. Does related work as required.

Greets customers upon arrival, answers incoming calls providing assistance or referring to the appropriate staff member, and/or refers customers to the website for available forms and resources; receives voice messages and returns calls or routes to the appropriate staff member.
Assists in educating patrons about proper animal care and local ordinances.
Collects and receipts fees for animal reclaim, intakes and adoptions.
Maintains up-to-date information on all animals at the shelter; inventories animals daily to ensure each is accounted for and the animal’s location is correct in Chameleon database.
Creates a new intake record for each animal that comes to the shelter through the main entrance, entering pertinent information about the animal and the person dropping the animal off.
Schedules appointments and completes all paperwork required for adoptions, surgeries and sponsorships/donations; maintains customer records and integrates procedural requirements into operations and ensures strict confidentiality is maintained at all times.
Provides Orange County residents with traps for lease and ensures paperwork is complete.
Performs clerical duties including answering incoming calls, processing mail and emails, making copies, scanning and printing documents.
Performs administrative duties including data entry, processing accounts payables/ receivables, making purchase order requests, monitoring/managing adopter payment plans, issuing refunds, invoicing and ordering office supplies.
May work with various data maintenance reports, send reminder emails and calls for vaccinations and surgeries, assist the Customer Service Supervisor with projects, maintain up-to-date database of pet owners, open and close the facility and/or provide basic technical assistance to other staff or reach out to IT for assistance.
Adheres to the department’s safety rules and regulations.
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
Performs other duties as required.

Thorough knowledge of animal services programs offered by the Department.
Good knowledge of relevant state and local laws and ordinances related to pet adoption and recordkeeping, and the ability to interpret and apply specialized policies and procedures.
Thorough knowledge of database software used, and the ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software to maintain records, prepare reports, and conduct correspondence related to the work.

MINIMUM QUALIFICATIONS
Graduation from High School or General Educational Development (GED) test equivalency AND two (2) years’ experience in a front office providing customer service and performing data entry, bookkeeping, cashiering and clerical functions.

Possession of or ability to readily obtain a driver’s license valid in the State of North Carolina for the type of vehicle or equipment operated.

Must be able to physically perform the basic life operational support functions of standing, sitting, pushing, typing, walking, bending, pulling, stooping, kneeling, carrying, grasping, reaching, talking, hearing, handling and repetitive motions of the hands and wrists.

Must possess the visual acuity to prepare and analyze data and figures, perform basic bookkeeping, operate a computer terminal and perform extensive reading.
