Summary

GDIT seeks multiple System Engineers at multiple levels of experience eager to support the resilience of our Nation’s National Security and Emergency Preparedness (NS/EP) practitioners via the CISA Priority Telecommunications Service (PTS) Proof of Concept (PoC) support contract.

CISA’s Emergency Communications Division oversees the efforts and offerings of the Priority Telecommunications Service (PTS) program to provide priority communications over commercial carrier networks under any circumstances causing network congestion or overload (i.e., major natural or manmade disaster; National Special Security Event; etc.)

To identify and deploy innovative, Next Generation Network Priority Services, CISA is seeking contract support to develop, propose, execute, oversee, and transition complex Proofs of Concept (PoC) for evolving communications technology. In alignment with the DHS Test and Evaluation and System Engineering Life Cycle (SELC) processes, this contract aims to identify new solutions for priority voice, data, and video communication services to bolster the resiliency of our nation during times of crisis.

Position Tasks

System Engineers will be expected to execute the following tasks:

  • Evaluate PTS program needs for Continuity of Operations (COOP) and Continuity of Government (COG) Critical Infrastructure communications during emergencies
  • Execute the DHS System Engineering Life Cycle (SELC) in support of PoC management
  • Produce technical documentation and reports in support of SELC milestones
  • Support engagement and communication with technology companies and telecommunication partnerships selected for PoC development
  • Ensure alignment/integration of PoC solutions with existing/planned DHS infrastructure
  • Provide written and verbal analysis/input/and design needed to illustrate PoC solutions with understanding of telecommunications technology architecture both wireline and wireless for a technical and non-technical audience.

Clearance Information

All positions require completion of a DHS/CISA Background Investigation. Some positions may require Secret or Top Secret clearance

Experience and Qualifications

We are seeking qualified candidates meeting the following experience and qualifications

Required Experience

  • Supporting SELC (or similar) processes, including needs analysis, design, development, and potential move to operations for a system or application
  • Developing needs analysis documentation to define the purpose, goals, objectives and scope of a system development effort
  • Defining network/technology components, evaluation approaches, and potential issues/possible resolutions for a system development effort
  • Ensure integration of cybersecurity considerations into solution design
  • Leading and/or supporting technical documentation writing, including system architecture and design; test and evaluation; end-to-end integration; and PoC findings and recommendations

Preferred Experience

  • Engineering, IT, or system development work with telecommunications firms or carriers
  • Working knowledge of military communications systems requirements (e.g., Primary. Alternate, Contingency, Emergency (PACE) considerations, network countermeasures when network is under attack)
  • Bachelor’s degree in communications, information technology, or related field

The likely salary range for this position is $122,366 – $204,360, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
