The Human Resources (HR) Department is located in downtown Martinez and has a staff of 50 employees organized into four Divisions that provide a full range of services to County Departments, employees, and the public. Human Resources team members work in collaboration with one another and the County Administrator’s Office to provide central human resources services and oversight to all 27 County departments. In order to provide the best human resources services to our partners and clients, we strive to recruit motivated, forward-thinking, results-driven HR staff.

Over the past few years, we have been rapidly increasing our ADA Title I processes; producing informational materials and trainings and actively working to identify innovative and creative approaches to disseminate this information. The Employee Benefits Analyst (ADA) will support the ADA Program Manager and perform comprehensive ADA Title I/FEHA administration work and handle highly complex and sensitive cases ensuring confidentiality and compliance with laws and labor agreements.

We are seeking a dynamic HR professional who is solution-oriented with work experience and broad knowledge of ADA Title I and FEHA laws, regulations, and processes. The ideal candidate will be a creative individual that can promote innovation to enhance our service in the areas of ADA program administration, labor and employee relations, and support employees, supervisors, and managers with ADA-related matters specific to stay at work and return to work reasonable accommodations.

What you will typically be responsible for:

  • Researching and collecting data for analysis of ADA Title I/FEHA laws and MOUs and recommending changes to current policies in order to remain in compliance.
  • Creating materials to increase managers’ and employees’ awareness and knowledge of ADA Title I/FEHA laws and developing strategies to disseminate the information.
  • Analyzing accommodation claims to determine eligibility and adequacy of medical certifications; confirming certifications are following state and federal regulations.
  • Providing guidance and direction to County ADA Coordinators on the County’s ADA Program policies, procedures, rules, and regulations.
  • Providing accurate information regarding ADA Title I/FEHA obligations, eligibility, and options to employees, HR Partners, and Managers.
  • Maintaining confidentiality regarding employee personal and health information.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education: A Bachelor’s degree from an accredited college or university in business administration, public administration, or closely related field.

Experience: Three (3) years of progressively responsible experience in employee benefits administration which includes researching and resolving complex employee benefit issues; compiling and analyzing benefit data; and assisting with the planning and coordination of benefit programs and systems.

OR

Experience: Four (4) years of technical experience in an equivalent job class in a public agency or large organization administering benefits programs which includes researching and resolving employee benefit issues; compiling and analyzing benefit data; and assisting with the planning and coordination of benefit programs and systems.

Desirable Qualifications:

  • ADA Title I/FEHA experience
  • Understand disability/medical absence management best practices, with general knowledge of statutory leave laws
  • Labor/Employee Relations experience
  • Experience in facilitating meetings, providing presentations, and/or training
  • Experience in creating forms in Adobe Acrobat and MS Word
  • Experience in vocational rehabilitation, essential job function/job analysis, and ergonomics
  • Certified Professional in Disability Management (CPDM)
  • Designation as a Certified Employee Benefit Specialist (CEBS)

Selection Process

  1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
  2. Oral Assessment: An oral assessment (interview) will be conducted to measure candidates’ competencies as they relate to the job. In the Oral Assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher. These may include but are not limited to Critical Thinking, Legal & Regulatory Navigation, Establishing Credibility, and Project Management. (Weighted 100%)The oral assessment is tentatively scheduled to take place virtually September 8-12. The assessment may be administered remotely using a computer; you will need access to a reliable internet connection to participate in the assessment.
