M/WBE Outreach Coordinator

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Administration and Planning Division is responsible for the management and oversight of administrative and operational services for the agency. This includes the daily management of the Office of Financial Management, the Office of Purchasing and Contracts, the Office of Operational Services, and the Office of Diversity and Inclusion.

The Office of Purchasing and Contracts is responsible for the acquisition of goods and services over $100,000 in value for agency needs. The office manages the agency’s existing portfolio of contracts This includes ensuring the compliance of DOF’s minority and women-owned enterprise (M/WBE) program, and insurance and performance evaluations in accordance with Office of the NYC Comptroller directives, the Procurement Policy Board, the mayor’s directives, Department of Citywide Administrative Services’ guidelines, and the city charter.

The Department is seeking to hire an experienced and highly motivated M/WBE Outreach Coordinator in the Office of Purchasing and Contracts (OPC). The duties and responsibilities of the position include, but are not limited to:
• Develop and initiate M/WBE agency outreach activities. Represent the DOF at M/WBE fairs and facilitate contacts between M/WBE vendors and appropriate contractors and business units including development of materials to identify key agency requirements.
• Liaise with Small Business Services counterparts to ensure enactment of agency M/WBE initiatives and timely, accurate activities reporting.
• Conduct vendor outreach to encourage businesses to become certified; assist vendors in the certification process. Refer eligible businesses for certification and technical assistance provided by the Department of Small Business Services.
• Plan and organize events of M/WBE within DOF, i.e., arrange in-house events with graphics and printing.
• Work closely with the M/WBE Director, ACCO and DACCO on printing and updating all materials used for outreach.
• Identify M/WBE’s for opportunities within various bureaus to help increase business.
• Utilize the NYC Directory of Online Businesses to pull and curate vendor lists.
• Develop outreach programs designed to attract M/WBE’s to respond to DOF solicitations, encourage attendance to pre-bid meetings and educate M/WBE’s on the procurement process.
• Perform analyses of subcontracting requirements of major contracts to establish M/WBE thresholds and rationales.
• Perform business background integrity reviews for new contractors, subcontractors and maintain existing contractors’ compliance documents and reporting.
• Provide overall customer service to vendor inquiries as well as guidance to vendors for enrollment in the City’s systems including Payee Information Portal (PIP), PASSPort and NYC Directory of Online Businesses.
• Research businesses, professional organizations, events and more to identify additional vendors as needed.
• Assist with special projects as assigned and other M/WBE duties as assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in 1 above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in 1 above; or
4. A combination of education and/or experience equivalent to 1, 2, or 3 above. College education may be substituted for professional experience under 2 or 3 above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in 1 above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in “1” above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in “1” above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Preferred Skills
• Strong customer service skills, including in-person, email, and phone.
• In depth understanding of NYC M/WBE Program.
• Strong skills with assisting small business owners, answering questions, and advising as needed.
• Organizational skills, especially in planning and implementing outreach.
• Proactive approach to achieving team goals and problem solving.
• Effective, clear, and persuasive oral and written communications.
• Familiarity with Microsoft Office, including Excel and PowerPoint.
• Interest in economic justice and assisting historically underserved groups.
• Ability to work with people of various levels, both internally and externally.
• Ability to adapt to a fluid work environment and changing needs and priorities.
• Knowledge of City systems including Dynamics, FMS, PASSPort, PIP, Checkbook, etc. a plus.

New York City residency is generally required within 90 days of appointment.
