Position Summary:

BEAM Circular is looking for a Program Manager for Talent Solutions to support employers in the bioindustrial manufacturing sector and regional workforce development and education providers with development of a talent pipeline for in-demand jobs in the bioeconomy. The Program Manager will work with employers to understand their needs and support them in navigating available workforce resources, as well as advance regional partnerships and programs that expand training opportunities, internship programs, early career exposure programs, and on-the-job training opportunities in the bioeconomy. The Program Manager will provide technical assistance to local education and workforce providers to support alignment of training opportunities and learning resources with industry needs. They will serve as a partner to local educators looking for ways to develop curricula and adopt “plug and play” training programs that support career exposure and pathways in the bioeconomy. The Program Manager will also advance a variety of projects and programs that support BEAM’s talent pipeline strategies, including grant programs and activities that support STEM education, early career exposure at the K12 level, internship programs, and training opportunities with a focus on advancing equity and inclusion in the bioindustry workforce.

Essential Functions:

  • Conduct research and analysis on employer workforce needs in the bioindustry and develop a deep understanding of diverse career pathways in the bioeconomy
  • Develop and maintain a map of regional workforce and education systems and relevant bioindustry training programs, certifications, and educational/training resources and pathways
  • Create and disseminate toolkits for educators to support engagement in the bioeconomy and adoption of relevant curricula and programming
  • Provide technical assistance to local education institutions working to develop, adopt, or implement bioeconomy-related training and education programs, including support pursuing funding and resources for such programs
  • Develop partnerships with local education, labor, and workforce initiatives and institutions to support adoption of bioeconomy capacity and content
  • Develop and coordinate a network of guest lecturers, speakers, consultants, and advisors available to participate in and support development of local programming and coursework
  • Coordinate grants program to accelerate the adoption of industry-relevant early exposure programming across the region, support diversity in STEM, and provide useful proof points for future scale-up of bioindustry workforce development programs
  • Work closely with the BEAM Circular Community Engagement Director to implement community education activities that involve collaboration with education/workforce providers
  • Provide project management support to the CBIO Collaborative Workforce Development Working Group

Requirements

  • Excellent written and verbal communication skills
  • Ability to develop strong partnerships with diverse stakeholders across industry, government, and education sectors
  • Familiarity with education and workforce systems, ideally including experience partnering with or working within the California Community College system, University of California system, California State University system, career and technical education programs, and/or county workforce development agencies
  • Experience supporting industry-led training activities and/or experience with human resources, recruitment/hiring, or training within a manufacturing industry a plus
  • Demonstrated ability to develop and manage projects with minimal supervision and strong attention to detail
  • Bachelor’s Degree and 3+ years professional experience required
  • Educational or professional experience in a science or technology driven field, especially in bioindustrial manufacturing or a closely related sector, preferred but not required
  • Candidate must be able to attend in-person meetings across the North San Joaquin Valley region

Benefits
