IFA Coordinator

NYC Parks is an award-winning city agency that builds and cares for public spaces for New Yorkers to connect, play and enjoy. NYC Parks manages more than 30,000 acres or 14% of the city’s land, encompassing more than 5,000 individual properties. Our diverse set of assets include recreational facilities, nature centers, historic buildings and structures, golf courses, athletic fields, playgrounds, tennis courts, public pools, public restrooms, retaining walls and nearly 14 miles of beaches.

The Capital Division at NYC Parks is responsible for managing the design, construction and administration of capital projects to expand, improve and revitalize these public spaces. The Interfund Agreement (IFA) unit plays a critical role in this process, serving as a bridge between Human Resources and Capital Budget functions by ensuring the accuracy of project charges and managing the IFA budget, which funds City staff who work on capital projects. The unit also serves as a liaison on these matters to the NYC Office of Management and Budget (OMB), which authorizes spending for all City agencies.

Major Responsibilities
• Under general supervision from the IFA Unit Supervisor, with some latitude for independent initiative and judgment, manage and track IFA charges for all IFA-funded positions and capital projects at NYC Parks.
• Request and review justifications for IFA charges from team leaders and directors.
• Review and flag potential IFA charge errors and correct timesheet labor allocations.
• Activate and deactivate projects and phases in the Financial Management System (FMS) and CityTime to ensure accurate project charges.
• Review and add IFA funding to Certificates to Proceed (CPs).
• Monitor and update project time and financial cost data, as it relates to IFA. Update forecasts in FMS on a timely basis.
• Prepare submission documents for OMB and City Comptroller review. Actively work to ensure that approvals are received in a timely manner.
• Serve as a liaison between project teams and OMB on all IFA-related matters.
• Assist the IFA Unit Supervisor, Director of Capital Budget and Chief of Capital Fiscal Management with special projects as needed.
• Provide excellent customer support to all NYC Parks staff on budget-related matters.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

1. Bachelor’s degree in Accounting, Business, Finance, Public Administration or a related field.
2. Experience in budgetary planning, procurement, project management, financial analysis or a related field.
3. Proficiency with Microsoft Access and Excel and familiarity with FMS or other similar programs.
4. Excellent organizational skills and an ability to focus on details and respond quickly to requests.
5. Strong analytical/critical thinking skills and the ability to solve problems with innovative solutions.
6. Excellent communication skills, both written and verbal.
7. Ability to handle confidential information.
