Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of the HIV Prevention Grant Monitor. Under general direction, manages the assigned HIV Prevention grants or contract from authorization requests through close-outs. Participates in the Illinois HIV Planning Group and its committees. Provides expertise in behavioral and biomedical HIV risk reduction to HIV Prevention planners and providers, specializing in interventions for Persons living with HIV. Coordinates HIV Surveillance-based Prevention Services. Represents the Department and the Section at public information venues such as HIV awareness events.
Job Responsibilities
1. Manages assigned grants and contracts.
- Ensures punctual ratification of assigned grants and contracts.
- Submits all documents required for grant pre-approval and ratification.
- Develops Notices of Funding Opportunities, grant applications, and scoring rubrics to select applicants most likely to achieve grant objectives.
- Works with Office of Performance Management grants team or Procurement Office on user testing process to ensure functional web-based grant or contract applications.
- Helps in coordinating the grant or contract application scoring, grantee selection, and awards determination processes for competitive bids, renewals, or sole source awards.
- Negotiates service objectives with grantees.
- Establishes grants or contracts, budgets, and service objectives in the HIV services statewide database.
- Reviews and approves reimbursement requests and budget revisions.
- Reports on grant plans and outcomes as assigned for state or federal reports.
2. Ensures quality of HIV prevention service delivery.
- Provides orientation, guidance, technical assistance, and quality assurance monitoring for assigned HIV Prevention grantees.
- Ensures that grantees complete required intervention trainings and other interventions requirements.
- Teleconferences at least monthly with grantees.
- Verifies services are delivered to targeted populations as specified in grant agreement and evaluates whether performance standards are met, providing regular feedback to grantees.
- Travels to conduct onsite administrative and programmatic quality assurance site visits plus at least one intervention observation with each grantee at least once every six months of the project period.
- Provides written program development recommendations and corrective action plans.

3. Manages HIV Surveillance-Based Services (SBS).
- Coordinates with HIV Surveillance to receive monthly eHARS extracts of HIV Disease cases which: were diagnosed in the past 12 months, lack evidence of medical care in the past 12 months, or were co-infected with a sexually transmitted infection or viral hepatitis in the past 6 months, were virally unsuppressed at last lab, were a member of a fast-growing molecular surveillance cluster.
- Uploads cases in Provide Enterprise and assigns them to funded SBS providers.
- Monitors SBS delivery for prompt, thorough and efficacious responses.
- Provides technical assistance individually and via monthly provider teleconferences.
- Develops SBS data and narrative for state or federal reports.
4. Participates in Illinois HIV Planning Group and its committees, providing expertise in behavioral and biomedical HIV risk reduction interventions.
5. Serves as working supervisor.
- Assigns and reviews work.
- Provides guidance and training to assigned staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day-to-day operating needs.
- Establishes annual goals and objectives.
- Approves time off.
- Prepares and signs performance evaluations.
6. Represents the Department and the Section at public information venues such as HIV awareness events.
7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in health education, physical and biological sciences.
- Requires three years of professional experience in health education or investigation program in the public or private sector.
Preferred Qualifications
- Master’s degree in science, Public Health, Social Work, Counseling or Nursing.
- Coursework completed in human development, sexuality, social determinants or health, basic epidemiologic and biostatistics concepts, and communicable disease prevention theory and practice.
- Certified Health Education Specialist (CHES) credentials.
- Training in CDC-approved effective behavioral and biomedical HIV risk reduction interventions.
- One year experience in a managerial role planning, developing, implementing, and evaluating HIV prevention programs involving HIV testing and risk reduction interventions.
- One year experience supervising subordinate employees.
- One year experience training providers in HIV Prevention interventions and service protocols.
- One year experience preparing and delivering presentations to professional and lay groups that are designed to inform and secure cooperation from individuals and organizations.
- One year experience developing spreadsheets, presentation slides, and databases.
