Job Responsibilities
Under general supervision, conducts investigations of professional licensees for the Board of Nursing at the South Carolina Department of Labor, Licensing and Regulation according to applicable statutes and regulations following the agency’s established guidelines.
Conducts routine, complex, and sensitive investigations of reported violations of state statutes and regulations governing licensees of state boards within agency-established time guidelines. As part of the investigative process, drafts subpoenas for relevant documents and interviews witnesses. Works with various officials and agencies on the local, state, and federal levels. Timely communicates with complainants and respondents regarding investigations following agency guidelines.
Prepares written reports detailing findings of investigations. Maintains updated case files for all investigations. Timely submits case status reports for review by the Chief Investigator and/or Assistant Deputy Director. Attends and presents case findings to the Investigative Review Committee (IRC). Works closely with the Office of Disciplinary Counsel (ODC) to receive advice regarding legal issues or questions about the sufficiency of the evidence.
Enters all investigative activity taken into the Regulatory Licensing and Enforcement System (ReLaes).
Prepares and maintains a work schedule, utilizing the electronic calendar, outlining daily and projected activities. Completes related paperwork and enters time/attendance into SCEIS per agency guidelines.
Serves as a witness in board disciplinary hearings, Memorandum of Agreement hearings, and other hearings as required. Attends other meetings and training as required.
Performs other duties as required.
Minimum and Additional Requirements
State Minimum Requirements: A high school diploma and experience conducting investigations or performing other law enforcement duties. A bachelor’s degree may be substituted for the required work experience.
Considerable knowledge of investigative techniques, principles, and practices. Considerable knowledge of state and federal laws and regulations. Considerable knowledge of acceptable legal principles and practices. Ability to establish good relations with officials and the public. Demonstrate computer and word processing skills.
General supervision only as required by established policies and procedures. Works independently.
Must have a valid driver’s license and 10-year MVR that complies with State and Agency Fleet guidelines. May require extended periods of driving, sitting, and visiting facilities that are non-ADA compliant. May need to bend, stoop, kneel, and lift up to 50 lbs.
Preferred Qualifications
Preferred Requirements: prior investigative experience or experience conducting regulatory investigations and knowledge of nursing.
