The Work You Will Do:

This is a highly responsible and technical position requiring knowledge and experience in the concepts and principles of contamination assessment and remediation, and evaluation of costs associated therewith. The duties will involve:

1. Site management of petroleum contaminated sites within the Petroleum Restoration Program (PRP) of the Division of Waste Management.

2. Review Engineering Reports along with Statements of Work and Task Assignments under the supervision of a Professional Engineer.

3. Develop Scopes of Work and cost estimates associated with Task Assignments for assessment, remediation, monitoring and closure of PRP sites.

4. Assist the Team Leader in training of new site managers and participate in annual PRP training programs.

5. Work on special projects as directed by the Team or Program Administrator.

6. Serve as a Program mentor for less experienced staff.

Pay:

Your Specific Responsibilities:

This is a highly responsible and technical position requiring knowledge and experience in the concepts and principles of contamination assessment and remediation, and evaluation of costs associated therewith. The employee in this position reports to the Environmental Administrator and is responsible for oversight of the Team’s implementation of portions of the Petroleum Cleanup Program’s procurement of purchase orders for assessment and remedial activities at petroleum contaminated sites.

Provides management oversight of all contaminated assessment and remedial action activities for state funded rehabilitation projects assigned to the Team is responsible for the Team’s conformance with the program standard operating procedures and applicable Program and Division guidance and procedures. Assists the Team’s site managers in negotiation of the scope of work and preparation of purchase orders, as well as the resolution of disputes arising there from. Oversees section Team project manager’s review of cleanup contractors work products for technical adequacy and conformance with Chapter 62-780, F.A.C. and applicable Department guidance.

Acts as a site manager for assigned petroleum contaminated sites and oversees the performance of the contamination assessment and remedial action activities for state funded rehabilitation projects. Reviews site specific scopes of work, negotiates these elements with contractors and prepares purchase orders. Assists in making recommendation for corrective actions, negotiates changes in the scope of work as required and prepares change orders. Performs a review of summary reports and monitors rehabilitation occurring at sites and the consultant’s efficiency in accomplishing the cleanup in a cost effective and timely manner.

Manages the performance of the site assessment and remedial action activities for state-funded rehabilitation projects as a Site Manager. Makes recommendations for corrective actions, negotiates changes in the scope of Petroleum Restoration Program work as required, prepares work orders, reviews invoices and performs other administrative and technical responsibilities of a Site Manager.

Provides technical advice to SMs on Remedial Action documents (Remedial Action Plans (RAP), RAP modifications, and Site Rehabilitation Completion Request), for the section where required and authorized by Chapters 471, F.S., and 21H-26.001, F.A.C. Serves as one of the section’s engineers for technical decisions concerning remediation of contaminated sites.

Supports Professional Engineers in the oversight of remedial action activities for state-funded rehabilitation projects assigned to the Team. Assists the Team leader and Site Managers in reviewing site-specific scopes of work and negotiating with contractors. Performs on-site Inspections of engineering systems when necessary, assists the Team in making recommendations for corrective actions, and helps in negotiating changes in the scope of work as required. Performs review of applicable technical reports. Monitors the progress of rehabilitation occurring at Team assigned sites and the consultant’s efficiency in accomplishing the cleanup in a cost-effective and timely manner.

Consults and assists the chief Engineer or PRP and other senior Engineers within the Division of Waste Management on technical decisions and assessment of innovative technologies concerning remediation of contaminated sites, and in the development of guidance for remedial design review procedures. Disseminates pertinent information to Team staff.

Performs other duties as assigned by supervisor.

Required Knowledge, Skills, and Abilities:

Knowledge or contamination assessment and remediation, groundwater recovery design, and in-situ treatment design.

Knowledge of chemistry, environmental engineering, hydrology, hydrogeology, microbiology, and soil mechanics.

Skill in using personal computers for engineering design and modeling, word processing and data analysis.

Ability to communicate effectively verbally and in writing.

Ability to establish and maintain effective working relationships with a diverse group of professionals.

Ability to plan and organize a complex workload.

Ability to understand and apply applicable rules, regulations, policies and procedures.

Ability to analyze and interpret scientific and technical data.

Ability to perform technical training and presentations to staff.

Ability to maintain a valid Driver’s License.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with a major in engineering.
  • A valid Driver License.
