This is intermediate engineering work performing technical review of permit applications to ensure compliance with applicable requirements and source impact on air quality criteria, using information supplied through application documents, inspection reports, operating reports, and personal inspections as necessary.

Where you will work:
The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is located in Pensacola.

Pay:
Annual salary based on experience – $47,250.00
Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
Duties include but are not limited to:
- Reviews, evaluates and processes (hardcopy and electronic) applications for general, construction, and operation air permits in accordance with their impact on air quality. As well as checking permits for compliance with applicable requirements.
- Identifies and interprets applicable policy, procedures, and regulatory criteria including Florida Administrative Code, Federal CFRs, and other technical documents such as AP 42 (EPA Source Emission Factors).
- Prepares, in a timely manner, incompleteness and compliance letters as necessary.
- Performs field inspections and conducts detailed engineering reviews of test results, annual reports, operation problems, inspection reports, and complaint history to evaluate the acceptability of operation, and to ensure the appropriateness of permit conditions for general, construction and operational air permits.
- Reviews comments on public notices and represents the Department in public hearings when necessary.
- Prepares technically correct, clear, concise, and understandable draft, proposed and final air permits.
- Evaluates, and prepares final documents for sources eligible for Exemptions from Permitting, when needed
- Conducts engineering reviews of process equipment design and calculations to assure control effectiveness and compliance with applicable state and federal emission requirements.
- Reviews and prepares technical evaluations based on good mechanical and chemical engineering practices.
- Communicates with applicants to verify calculations and technical information.
- Updates ARMS database with respect to facility emissions unit information and timely enters permit tracking data for each permit application processed.
- Applies the principles of good engineering practices, pollution prevention, and toxic use reduction in evaluating site acceptability and existing facility operation.
Performs other duties as needed.
Required Knowledge, Skills and Abilities:
- Ability to maintain a valid driver’s license.
- Ability to drive and travel, including some overnight.

- Skill in evaluating, analyzing, and interpreting aerial photography, site plans and drawings.
- Skill in applying engineering quantitative techniques.
- Skill and proficiency in computer operations and programs such as MS Word, Excel, PowerPoint, Access, SharePoint, and Outlook.
- Knowledge of engineering design, construction, operations techniques, principles, and terminology.
- Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
Minimum Qualifications:
- Valid Driver’s License
- A 4-year degree or higher with one year of related work experience, or 4 years of related work experience
Preferred Qualifications:
- A Bachelor’s degree or higher with a major in engineering, environmental science, or one of the natural sciences
- Excellent communication and people skills
- Excellent organization and time management skills
