The purpose of this position is to monitor and prepare the department’s annual budget and provide financial and statistical reports. This is accomplished by managing and preparing various budgets and computing financial and statistical reports. Other duties include monitoring and administering the billing and collections system and programs and making departmental purchases.

Essential Job Functions

This position has responsibilities that require exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.

  • Manages various budgets by assigning account numbers; approving payments; tracking expenses and revenues; computing and analyzing projections; reconciling accounts monthly; providing project status updates to managers; making recommendations; administering professional services, equipment maintenance and grant contracts; completing and submitting budgets; making transfers; auditing the petty cash drawer; and seeking other funding sources.
  • Prepares the annual department proposed budget by analyzing historical trends; requesting and receiving staff recommendations; researching cost and necessity; computing impacts; surveying other cities; computing revenue expectations; providing summary reports; attending meetings; making recommendations; completing required forms; providing supporting documentation; and discussing or justifying needs.
  • Computes financial and statistical reports by reconciling expenses, revenue, and calls; entering criteria parameters; running reports from user systems (Lawson, VMS, EMS, etc.), and Amazon, to compute various reports.
  • Makes departmental purchases by assigning account numbers; researching bid specifications; initiating bids with Purchasing; following City purchasing procedures; analyzing bids; making purchasing recommendations; coordinating and communicating with other departments, vendors and staff; and completing and submitting council communications when required.
  • Monitors and administers billing and collections system and programs by attending courses to maintain compliance with claims filing, privacy and governmental requirements; making changes to billing system tables according to governmental requirements; reviewing documentation; determining or authorizing medical indigence qualifications; maintaining member program; applying charges and payments; and reconciling monthly.
  • All other duties as assigned by a supervisor/manager within your department/division.

Minimum Qualifications
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills and abilities would be:

  • Education: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent. Relevant experience may be substituted for education.
  • Experience: Over one (1) year
  • Licenses: Valid Driver’s License required
