We are currently hiring for two positions: Enterprise Data Engineer and Enterprise Data Scientist. If you think you might fit either role, apply to both!

The Enterprise Data Engineer is part of the City’s Data and Analytics team in the Information Technology Department under the supervision of the Deputy CIO or designee. The principal function of an employee in this class is to work with staff to plan, implement, and oversee centralized data pipelines and architecture for the City. They will have a deep understanding of enterprise business applications and create tools to manage the data ensuring easy access to the information for City departments and the public. The data engineer is responsible for collecting, moving, storing, and making data accessible for City use. Additionally, this position will advise on data security and governance best practices.
Acceptable Experience and Training

  • Graduation from an accredited college or university with a bachelor’s degree or higher in computer science, software, or computer engineering, applied math, statistics, or a related field; and
  • Considerable professional experience as a data engineer. OR
  • Graduation from an accredited college or university with a bachelor’s degree or higher in computer science, software, or computer engineering, applied math, statistics, or a related field; and
  • Substantial experience in enterprise data architecting, data warehousing, data science, enterprise application development, building ETL and/or data pipelines. OR
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
  • Preferred experience with relational database and operating systems with Microsoft SQL database, integration, and reporting solutions to be integrated with other enterprise applications.

Required Special Qualifications

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
  • Possession of a valid Iowa driver’s license or evidence of equivalent mobility.
  • Must have a background cleared through Criminal Justice Information System (CJIS)

Examples of Essential Work (Illustrative Only)

  • Learns and understands database structure for the City’s enterprise business applications such as records management systems (RMS), enterprise resource planning (ERP), enterprise permitting and licensing (EPL), enterprise asset management (EAM), and geographic information systems (GIS).
  • Architects, centralizes, and maintains the organization’s data warehouse / data lake structure.
  • Advises on and implements best practices and current technologies for data storage, analysis, integrity, and quality control.
  • Sets expectations and standards for data modeling and databases that will be used across the organization.
  • Cleans, structures, and organizes raw data.
  • Creates processes for data validation, modeling, mining, and production for analysis by others in the organization.
  • Assists in database audits to assess data quality.
  • Collaborates between business units and across IT divisions on data needs and requirements.
  • Builds, tests, and maintains ETL (extract, transform, and load) processes and pipelines to move data between enterprise applications and the organization’s data warehouse / data lake.
  • Leverages third party applied programming interfaces (APIs) for access to application specific datasets.
  • Creates framework for creation and documentation of metadata on all datasets.
  • Creates and supports the environment for others in the organization and the public to access data.
  • Participates and advises the enterprise data governance planning and documentation.
  • Researches, advises on, and assists in acquiring outside datasets that align with business needs.
  • Partners with City Data Scientists to model data to meet data analytics needs.
  • Works with stakeholders to assist with data related technical issues and support their data needs.
  • Assists staff with tools to do their own data analysis.
  • Applies data expertise on current and potential future sources and uses of data.
  • Ensures compliance with security policies.
  • Performs other directly related duties consistent with the role and function of the classification.
