Summary of Position

Assists higher level administrators by effectively managing the Building Services work units including Janitorial Services, Recycling Services and Surplus. Manages operations, supervision of personnel, budget oversight, establishment and implementation of goals and objectives, and planning, organizing, integrating, and measuring the work performed within the work units. Administers contracts with vendors who provide services to the University.

Position Information

Essential Functions and Responsibilities: Manages, supervises, reviews, and/or coordinates the day-to-day activities of assigned staff including interviewing candidates for employment and making recommendations for hire; training and orienting newly hired personnel, evaluating work performance, authorizing the use of paid leave, investigating and documenting corrective action incidents, recommending corrective action, assigning and reviewing work, attending grievance meetings and formulating and assisting with the formulation of grievance responses as well as other traditional managerial responsibilities.

Provides effective management of the department as it relates to functional goals and objectives, and planning, organizing, integrating, and measuring the work performed within the work units. Formulates Building Services work rules and processes as necessary. Reviews and approves the work and activities of the assigned staff to ensure all work activities are performed according to University policy and procedures.

Develops budget recommendations for Janitorial and other services and monitors spending, administers chargeback system for assigned areas.

Establishes and maintains effective work relationships within the work units, the University and the community; maintains the professional competence, knowledge, and skills necessary for the satisfactory performance of all assigned responsibilities.

Effectively administers contracts with vendors for outsourced services; conducts research to develop contract specifications, provides input in the development of requests for proposals, reviews and analyzes proposals, recommends vendors, monitors the performance of vendors to ensure that vendors adhere to the requirements and standards established in the contracts; conducts tours as required.

Effectively administers the recycling services; monitors performance and ensures that requirements established by funding sources are followed; conducts research to identify potential funding sources and other opportunities to expand programs and services with external funding.

Serves as a liaison between vendors and the campus community; receives and resolves complaints regarding services provided by vendors; prepares reports and other documentation associated with the complaints and the resolution of complaints.

Attends a variety of meetings to represent Support Services concerning vendor service matters; conducts meetings as may be required; serves on a variety of campus committees as directed.

Prepares and presents a variety of reports as required.

Other Functions and Responsibilities: Performs other related duties as assigned.

Equipment Operated: Computer and all other standard office equipment.

Work Schedule: Typically, Monday through Friday.

Supervision Exercised: Supervision is exercised over staff and student employees.

Qualifications and Competencies

Minimum Qualifications: At least a bachelor’s degree in business, management, or related field required; minimum of three years of experience in supervising janitorial service workers and in the administration of janitorial service contracts.

Preferred Qualifications: Recent and relevant experience in the preparation of janitorial services bid specifications as well as in reviewing and formulating recommendations for such services. Demonstrated supervisory experience.
