Assistant Commissioner, Tax Audit

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City. The division conducts audits related to personal, sales, and use taxes. Its Enforcement Unit conducts audits of taxpayers who are potentially evading compliance with City tax laws and rules. City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.

The Tax Audit and Enforcement Division is looking for an innovative senior manager to serve as the Assistant Commissioner of the Office of Tax Audit. Under the direction of the Deputy Commissioner, the selected candidate will oversee and manage 300 employees engaged in tax audit field and office operations. Responsibilities include:
• Develop and implement business management plans to meet objectives (such as improved case turnaround time and consideration of enhanced structuring of the units).
• Review and revise audit policies to promote tax compliance and efficient audit procedures.
• Assess and revise unit operations to improve productivity.
• Improve data infrastructure and use of data as a resource for decision-making.
• Execute performance measurement and management systems.
• Develop and implement metrics to measure the success of audit policies and procedures.
• Assess the merits of proposed audit adjustments and determine the appropriateness of settlement proposals.
• Participate in meetings and exit conferences with taxpayers and/or their representatives to attempt to settle complex tax cases.

The selected candidate will be part of the Deputy Commissioners Senior Management team and will provide strategic planning support and manage organizational change for short and long term objectives.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of satisfactory, responsible, full-time experience in professional accounting, auditing, or a related field, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals performing accounting, auditing or related work; or

2. Education and/or experience equivalent to 1 above. However, all candidates must have at least 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in 1 above.

Preferred Skills
• At least 15 years of Tax audit experience, including at least 6 years in a managerial position in a Tax audit environment.
• Proven track record of implementing changes resulting in achieving desired goals.
• Significant experience in leadership positions, overseeing large operational units in public and/or private sector.
• Track record of improving operations through data management and analytical expertise.
• Ability to provide strategic and critical thinking to business operations.
• Excellent written and verbal communication skills are required.
• Master’s in accounting, Certified Public Accountant (CPA) or JD in law is preferred.
• Auditing/accounting experience, knowledge of tax laws and audit principles.
