This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent Lead Medical Administrative Specialist vacancy at the Lexington VA Health Care System, with Health Administration Service. As a Lead Medical Administrative Specialist, the incumbent serves as Chief, Health Benefits and Patient Support Unit at the Lexington VA Health Care System (LVAHCS).

The position is responsible for administrative support to the facility 24 hours per day, 7 days a week to include Medical Support Assistant cover of Emergency Department and inpatient units, as well as support for the overall facility via off-tour coverage by Administrative Officers of the Day. The position is also responsible for the Health Benefits Center and Decedent Affairs. The incumbent has full responsibility for organizing, planning, directing, and control all programs aligned under their scope. Major program responsibilities within the section include but are not limited to: Applicable VISTA Program Management, Enrollment/Comprehensive Eligibility for Health Care Benefits, Patient Registration- Demographics, Means Test, Admissions/Discharges, Bed Control/Bed Management System, Veterans Transportation and Beneficiary Travel (during off-tour), Decedent Affairs, Interfacility Transfer Coordination. Duties include, but are not limited to:

  • Performs the full array of duties including distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload.
  • Keeps in touch with the status and progress of work, and make day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.
  • Instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.
  • Give on the job training to new employees in accordance with established procedures and practices.
  • Amend or reject work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards.
  • Provide information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
  • Initiates, establishes, and develops comprehensive policies, processes, and procedures for work units.
  • Develops and maintains data in a format that provides accurate and timely information for use in decision making.
  • Ensures all standard work, standard operating procedures, and medical center policies are current and relevant.
  • Interacts with clinical and administrative staff to ensure day to day operations are effective.
  • Addresses a wide variety of administrative issues that involve coordination with clinical services and that impact direct patient care.
  • Assists clinical service staff by orienting and training them regarding VA regulations, policies and procedures related to patient care and administrative processing.
  • Monitors patients’ enrollment information and communicates status to outpatient clinics ensuring eligibility is accurately reflected and enrollments are up to date and active.
  • Applies a strong, working knowledge of eligibility criteria in general and for specific areas such as medications, dental care, prosthetics, community care/outside referrals, and special procedures.
  • Performs data analysis to direct program development, adjust workflow, or otherwise improve processes and procedures.
  • Maintains and improves systems of delivering health care by using lean principles applied to policies, utilization of resources, and program delivery.
  • Conducts analytical studies and uses lean process improvement skills and tools to resolve critical programmatic or operational issues.
  • Prepares written correspondence in the form of letters, memoranda, policies, procedures, and reports.
  • Investigates and responds to internal and external customer concerns.
  • Provide briefings, orientations, training, and presentations.
  • Prepares responses to congressional, VISN, and national inquires.
  • Research all governing rules, regulations, and circumstances to respond appropriately.
  • Other duties as assigned.

Work Schedule: Monday – Friday, 07:30 a.m. to 4:00 p.m., may be required to work some irregular tours during Weekends, Holidays, Evenings, and Nights.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09:

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Thorough knowledge of medical center organization, functions, specialties, and programs.
  • Knowledge require skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.
  • Knowledge of insurance intake processes, specialized medical billing programs and knowledge of how they interrelate to the VA health care system services and programs.
  • Knowledge of all VA scheduling packages and VA computer applications and programs for admissions, discharges, transfers, and patient demographic information. In depth knowledge of bed management tracking systems for emergency department and inpatient units.
  • Knowledge, experience, and ability to select, interpret and apply regulatory guidelines, precedents and protocols manage processes involving complicated decisions with multiple factors.
  • Communicate effectively with a wide variety of professional and nonprofessional individuals.
  • Knowledge and skills on how to locate, extract, interpret and generate reports of various natures for various Facility services.
  • Knowledge of various software applications and databases to develop reports and manage data.

Physical Requirements: Duties involve considerable walking and sitting. They also include occasional bending, standing, lifting, and carrying of manuals, files and medical records. A substantial amount of work time involves reading, writing, and utilizing computers.

Work Environment: Work is performed primarily in an office environment utilizing various types of automated office equipment. The incumbent is also expected to perform duties in offices and conference rooms in other areas of the facility or at other system sites if necessary. Visits to community based outpatient clinics are required. There is adequate. light, heat, air conditioning, and ventilation in the work area. Safety precaution is equivalent to that observed in a business office area within a health care facility.
