JOB TITLE: Two (2) Assistant Analyst / Analyst / Senior Analyst

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

Within OMB, the FEMA Disaster Recovery Task Force works with City, State, and Federal agencies to help New York City recover from the devastation of Superstorm Sandy and respond to the Coronavirus pandemic. The Data & Systems Unit within the FEMA Disaster Recovery Task Force is responsible for governing the City’s grants Management System (GMS), as well as several ancillary City, State, and Federal systems that contribute data as part of the larger recovery effort.

The Analyst will play a critical role, in support of the Unit Head, to stand up new policies and procedures for managing the Task Force’s vast data infrastructure, solicit recommendations for improvements to existing systems, and build out additional functionality to enhance reporting and revenue collection. Additionally, carrying out ad hoc systems and data analyses.

Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least four years.

JOB DESCRIPTION:

The duties of the position include the following:
• Maintain and improve the division’s data pipelines between FISA and Quickbase.
• Develop a comprehensive understanding of the City’s financial data and architecture.
• Become a Quickbase subject matter expert and manage user access.
• Maintain our system and provide technical and data consulting services to internal teams.
• Conduct analysis of data related to the City’s budget, spending, revenue, and grant processes.
• Build & maintain tools to make data & information readily accessible to technical and non-technical stakeholders.
• Develop and maintain rigorous documentation of data, infrastructure, and tools.
• Assists in identifying needs, developing solutions, and implementing them.
• Support in developing techniques and protocols for quality data collection to ensure the adequacy and accuracy of data.
• Develop relationships with FISA, other City agencies, federal partners, and vendors to enhance data-sharing.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college.

QUALIFICATIONS:
• Background in Data Analysis, Computer Science, Database Management, Finance, or related fields.
• Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail.
• Strong interpersonal skills, and the ability to maintain working relationships.
• Outstanding written and spoken communication skills.
• Ability to work independently as a self-motivator and to motivate others.
• Ability to work calmly and proficiently under pressure and to adhere to deadlines.
• Must possess strong technical skills including proficiency in Microsoft Office software (Word, Excel, PowerPoint, Power BI) and the ability to learn new technology quickly.
• Familiarity with cloud-based platforms like Quickbase, Azure, AWS, or Salesforce is preferred.
• Ability to code in R, Python, SQL, or any other programming language is preferred.

REQUIREMENTS:

Assistant Analyst ($51,550+): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment with no or one year of full-time experience in budgetary planning/management, audit, compliance, accounting, financial analysis, public policy analysis/administration or a related field.

Analyst ($65,604+): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of two years of budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration or a related field; or an awarded Master’s degree in Financial Management, Business, Public Administration or a field related to the specific assignment.

Senior Analyst ($73,806): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration, or a related field; or an awarded Master’s degree in Business, Public Policy Administration, Finance, Economics, or related field, and one year of relevant experience.
