Description

Under the leadership of the IT Coordinator, assists in the development, implementation and monitoring of a training program for electronic health records (EHR) within the Health Department. Analyzes workflow as it relates to the EHR and billing and reporting. Performs medical record audits. Provides reports on quality improvement and utilization management initiatives. Researches and develops policy related to the EHR and the delivery of health care.
Essential Functions

  1. Responsible for developing, implementing and providing EHR training for ICHD clinical staff and contracted clinical staff. Monitors on-going training so as to ensure effective workflow including appropriate documentation within the EHR system so as to maximize revenue.
  2. Works with individuals to establish and continually improve workflow related to the EHR and collection of billing and reporting data. Provides technical assistance and guidance to Health Department staff and contractors.
  3. Educates and trains staff on EHR templates, reports, policy, and established performance measures including Uniform Data System (UDS), Meaningful Use (MU) and Patient Centered Medical Home (PCMH)). Works with staff to collect data for successful submission and payment of performance measures. Assists with compliance to budgetary and program requirements through the effective us of the EHR.
  4. Engages staff in participating in quality improvement activities related to EHR and assists in developing a culture of quality regarding the EHR.
  5. Works with team members within the Health Department including Information Technology (IT) and Billing to ensure concerns/issues are resolved.
  6. Collects, analyzes data, and develops reports to assist individuals and committees in quality improvement and utilization management processes.
  7. Monitors and provides recommendations regarding quality improvement and utilization management processes.
  8. Assists with coordinating and/or performing medical record audits, in the EHR, and based on the review, develops and implements additional training. Assists in conducting internal audits through the EHR system to verify proper practices are being followed including billing and reporting activities.
  9. Researches and develops policy related to the EHR.

Other Functions:

  • Performs other duties as assigned.
  • Must adhere to departmental standards in regard to HIPAA and other privacy issues.

Employment Qualifications
Education: A minimum of an Associate’s Degree in a Nursing, Health Care Management, Business Administration or related field is required.
Experience: A minimum of 3 years of clinical experience is required including 1 year of using an electronic health record system.

Physical Requirements:

  • Sitting, walking, standing, bending, lifting, holding, and carrying objects found in an office environment, typically weighing 25 pounds. .
  • Ability to travel throughout the County for meetings and presentations. Must be able to traverse stairs and uneven terrain.
  • Ability to communicate and respond to co-worker and customer inquiries both in person and over the phone.
  • Ability to operate a PC/laptop and to enter & retrieve information from a computer.
  • Ability to handle varying and often high levels of stress.
