Duties

The National Science Foundation (NSF), an independent agency of the Federal Government, is authorized and directed to initiate and support basic scientific research and education programs, strengthen scientific research potential and science education programs, appraise the impact of research upon industrial development and upon the general welfare, award scholarships and graduate fellowships, and foster the interchange of scientific information among scientists in the U.S. and foreign countries. The Foundation invests over $8 billion per year in research and education projects in science and engineering. It does this primarily through grants, contracts, and other cooperative agreements to more than 2,000 colleges, universities, and other research institutions.

The Staff Associate for Policy’s primary purpose is to serve as a centralized point of contact to manage and oversee the development of interagency policy. The incumbent will maintain effective communications with stakeholders internal and external to NSF, including executive leadership at the White House and other Federal agencies. They will prepare briefing materials, talking points, and synthesize complex topics into key summaries and recommendations for the development of agency policy.

MAJOR DUTIES

  • Advises on and oversees development of interagency policies and procedures to facilitate coordination of activities within NSF. Coordinates with internal and external players to produce effective plans, management procedures, budgetary strategies, and reporting procedures to ensure accountability.
  • Works closely with the Office of the General Counsel to ensure legal compliance with policies and procedures developed and are consistent with functions across the NSF.
  • Prepares presentations, reports, or other written materials for the use of the Director and Chief of Staff.
  • Represents the Office of the Director, as requested, on ad hoc task forces and review teams and at meetings both within and outside the Foundation.
  • Implements the effective use of information technology to improve programmatic activities and work processes.
  • As assigned by the Chief of Staff, performs other duties encompassing senior-level liaison activities within the Office and the Foundation.
  • Works as a team member and communicates effectively in all areas of responsibility.

Supervisory Responsibilities

  • Plans, assigns, and reviews subordinates’ work. Sets priorities and goals for employees, trains, and resolves work problems. Establishes deadlines and ensures timely completion of work assignments; assigns work according to complexity of the work, the capability of the employees, and needs of the Office. Coordinates with subordinates concerning matters of work accomplishments, priorities, and procedures. Manages the unit’s workload, and oversees attendance and leave, approving leave requests and timecards. May oversee contractor work.
  • Advises employees of the performance requirements of their positions, keeps them informed of progress, and prepares the annual performance appraisal. Identifies training needs, recommends personnel for training and reviews training applications; initiates and/or reviews recommendations and supporting documents for recruitment, selections, promotions, reassignments, performance ratings, step increases, awards, and disciplinary actions; discusses and advises subordinates on personal work problems that arise. Resolves informal complaints and conflict.

Qualifications

Candidates must have a Ph.D. in an appropriate field plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in an appropriate field plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Appropriate fields include Social Science, Biological Science, Engineering, Mathematics and Computer Science.
