State Process Improvement Facilitator

Job location: This position will be located at Harry S. Truman State Office Building 301 W. High St. Jefferson City, MO 65101.

Essential Functions and Responsibilities:

In this exciting role you will drive efficiency and continuous improvement efforts across state government using proven Lean & Operational Excellence methodologies.

We are looking for an experienced leader to work with agency Operational Excellence leaders on statewide efforts to deliver better services to our citizens, state team members, and customers. This leader is someone who can build strong relationships, clearly communicate, motivate, and drive accountability.

The Operational Excellence (OpEx) team, within the Office of Administration, supports project and initiatives that have a statewide impact. We are committed to supporting our agency partners in their project implementation and act as a resource that can build skill and capability across the State’s ~50,000 employee enterprise. We are looking for an experienced, dynamic continuous improvement leader to drive several exciting and high priority initiatives to completion.

What you’ll do:

  • Manage all aspects of assigned initiatives from planning through final completion. This will include, but is not limited to, scoping the project, identifying gaps, working with the team to identify solutions and implement. Must be able to identify project goals and objectives and direct, manage, and control project work and deliverables.
  • Ensure clear communication and timely resolution of issues and contribute to moderately complex aspects of a project. Assist each team’s subject matter expert who may be new to project management with aspects of their job, as needed.
  • Work independently and collaboratively to deliver high-quality outcomes while providing regular updates and work products to the Director on project status. Prioritize deliverables and play a critical role in managing project activities to accomplish timely results within budget.
  • Support both the Commissioner’s Office and other state stakeholders in continuous improvement efforts.
  • Lead or assist with special projects as directed by the Governor’s Office, the OA Commissioner, and the Operational Excellence Director.

Minimum Qualifications:

  • Advanced knowledge in Lean and Operational Excellence approaches
  • Experience with survey tools and data visualization platforms, such as Qualtrics and Tableau is preferred.
  • Proactive, flexible team player who is comfortable leading in a fast-paced environment. Highly motivated, self-starter.
  • Detail oriented and organized, with excellent time management skills.
  • Exceptional written and verbal communication skills, from one-on-one to working with large, diverse groups. The ability to lead diverse groups of team members.
  • Demonstrated success in managing stakeholder relationships.
  • Ability to market ideas and initiatives in ways that build interest and encourage buy-in and participation among employees at all levels. Skill with MS Office and social media platforms, and the ability to quickly navigate software.

Preferred Qualifications

  • Proficiency with Microsoft Project or other project planning software.
  • Familiarity with continuous improvement methodologies such as Lean Six Sigma.
  • Ability to manage complex tasks, including coordinating their success through alignment of cross-functional support. BA or BS degree, Masters preferred
  • Project Management Professional (PMI) Certification preferred.
