Examples of Duties
Under general supervision, plans, coordinates, and directs recreation and parks programs, services, and operations, and manages recreation and parks facilities in an assigned region of the County. Directs countywide programs and facilities for at risk individuals. Supervises professional and support staff.
Essential Job Duties
- Plans, coordinates, and directs varied recreation and parks leisure programs, including athletics, arts programs, social activities, and special events within an assigned region.
- Supervises, trains, and guides community supervisors and others in the development, operation, and assessment of leisure programs.
- Supervises the operation of recreation and parks facilities such as large community parks, regional parks, playgrounds, recreation centers, and neighborhood parks.
- Coordinates the inspection and maintenance of facilities.
- Meets and coordinates with Property Management staff, departmental planning staff, and Board of Education staff to ensure the timely and proper completion of projects and other work.
- Oversees and coordinates the activities of recreation and parks councils within the region.
- Represents the County at recreation and parks council meetings.
- Coordinates quarterly Recreation Council President’s meetings.
- Provides guidance and assistance to council executive board members and others.
- Reviews council newsletters and treasurer reports.
- Provides assistance to community groups and others in the development and promotion of recreation and parks programs and special events.
- Conducts and attends meetings with various civic organizations.
- Represents the department at community functions.
- Responds to inquiries from the public.
- Plans, coordinates, and directs a diversified, countywide program of recreational activities for all ages.
- Supervises, trains, and guides Community Supervisors and others in the development, operation, and assessment of the Recreation and Parks Programs.
- Develops and distributes documents describing and promoting programs.
- Develops and implements long and short range program goals.
- Meets with and coordinates services with other agencies such as the Police Department, Office of Substance Abuse, Juvenile Justice, and the Board of Education.
- Researches and prepares grant applications designed to increase recreational opportunities for at risk individuals.
- Administers regional operating budgets.
- Prepares budget justifications.
- Reviews and tracks budgetary expenditures.
- Monitors monthly payroll expenses.
- Prepares grant proposals.
- Prepares reports of program activities.

Required Qualifications
Graduation from an accredited college or university with a bachelor’s degree in recreation and parks, physical education, business or public administration, behavioral or health sciences, education, or a closely related field:;

At least six (6) years’ experience in conducting or coordinating organized recreational activities.
Education in one of the fields listed above beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
Additional qualifying experience may be substituted on a year-for-year basis for the required education.
Licenses and Certificates
Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license is required at the time of appointment.

Salary
Annual Salary review – Step increases may be granted on anniversary date based on satisfactory job performance
