Overview
The Director-Bond Management plans, directs, and oversees the activities and operations of the Bond Program Office including the management of an assigned division to implement capital improvement projects.
Essential Functions
1 Plans, directs, and coordinates, through subordinate-level staff, the department work plan and priorities; meets with management staff to identify and resolve problems, assigns projects, and determines programmatic areas of responsibility.
2 Meets, engages, and collaborates with consultants and contractors to resolve problems and discuss progress on contracted work; communicates with various organizations to discuss and to solicit input regarding capital improvement projects and coordinates departmental activities with those of other departments and outside agencies and organizations.
3 Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes.
4 Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels, and allocates resources accordingly.
5 Directs and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures and the preparation and implementation of budgetary adjustments as necessary.
6 Prepares and presents staff reports and other necessary communications; responds to and resolves sensitive inquiries and complaints from both internal and external sources.
7 Attends City Council meetings and takes necessary action regarding Council agenda items; participates in professional group meetings and provides staff support to a variety of boards and commissions.
8 Performs any and all other work as needed or assigned.
Minimum Qualifications
Experience
10 years of experience in Public Administration and management.
Licenses and Certifications
None
Education
Bachelor’s Degree in Public Administration or a related field.
Knowledge and Skills
1 Thorough knowledge of business principles, practices and techniques used in department management.
2 Knowledge of the principles of public administration.
3 Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
4 Knowledge of strategic planning and implementation.
5 Knolwedge of City finance and systems.
6 Knowledge of City Bond Projects and Capital Improvement Funding administration.
7 Advance knowledge of accounting principles, practices, and theories.
8 Knowledge in construction, capital, government and non-profit accounting.
9 Knowledge of government account and financing, internal audit principles and practice.
10 Knowledge of financial systems, software, and management tools.
11 Ability to analyze data and draw logical conclusions.
12 Ability to prepare complex financial reports.
13 Ability to use a wide range of financial accounting software.
14 Ability to supervise, lead, manage, and oversee staff performing adminstrative work.
15 Communicating effectively verbally and in writing.
16 Establishing and maintaining effective working relationships.
