The Strategy and Performance Division was established by Executive Order in 2019 to enable DED to enhance its long-term planning and use of data so that DED can more effectively carry out its internal and external operations. DED seeks a deputy division director to help Strategy and Performance achieve its goals and help DED attain its mission.
What You’ll Do:
Key Objectives:
- Objective 1: Champion DED’s operational excellence efforts and culture.
- Supervise DED’s Operational Excellence Coordinator.
- Maintain awareness of, contribute to, help prioritize, and communicate DED’s portfolio of improvement efforts and needs.
- Build an operational excellence learning agenda for DED that fits agency priorities and includes proactively connecting team members to trainings, best practices, and support.
- Lead and support continuous improvement projects, especially projects of high strategic importance and those that cross divisional boundaries.
- Ensure DED’s division leaders are connected with organizational health insights and ways to help them improve their teams’ organizational health outcomes.
- Objective 2: Ensure DED’s strategic initiative and performance management efforts lead to strong results.
- Facilitate the successful completion of strategic initiatives on DED’s Strategic Placemat by supporting and partnering with initiative owners.
- Drive the success and improvement of DED’s operational dashboard.
- Help DED divisions and programs develop meaningful performance measures and their program-specific management dashboards.
- Objective 3: Lead, support, and develop a high-performing team.
- Directly supervise, support, and develop DED’s three-person analyst team so they are positioned to improve DED’s strength in strategy and policy research, data analysis and operational excellence.
- Support, influence, and inspire DED team members across divisions and programs, especially in areas of operational excellence, data analysis/visualization, and project management.
- Support facilitation of strategy and policy research efforts for the department and with divisions as needed.
- Lead additional efforts and initiatives within Strategy & Performance division as needed.
- Objective 4: Provide additional leadership for Strategy and Performance Division.
- Continue to develop strong performance measures within the Strategy & Performance division that encourage and drive strong results.
- Ensure Strategy & Performance division has strong processes and systems that facilitate high performance and team member satisfaction.
- Support Strategy and Performance team’s budget development and management.
- Support vendor management and procurement as necessary.
- Support ITSD initiatives as they relate to the Department.
- Objective 5: Additional Responsibilities.
- Drive DED strategy efforts forward as needed in areas such as contracted program evaluations, stakeholder analyses, SWOT assessments, and Placemat development.
- Learn, add value to, and maintain accountability for DED’s economic impact assessment efforts.
- Help DED programs measure and improve customer satisfaction.
- Help DED programs develop and improve their budgetary program descriptions.

- Competent in basic data analysis and visualization; ready to learn more advanced techniques.
Qualifications:
- Nine years of professional relevant experience to include at least two years of successful team leadership and supervisory experience. This can be obtained through a combination of work experience and completion of a Bachelor’s degree or higher with an emphasis in Business or Public Administration, Finance, Community or Economic Development, Economics, or a related field.
- Some formal training in key operational excellence capability areas, including:
- Continuous improvement methods (e.g., earned Lean Green Belt)
- Project management best practices
- Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.
