Summary

This position is in the National Gallery’s Office of the Treasurer (T), General Accounting Department (TGA), reporting directly to the Comptroller. The Comptroller reports to the Chief Accounting and Finance Officer. The primary purpose of this position is to oversee all payroll related functions.

Duties

As the Payroll Management Specialist, you will:

  • Manage the federal and trust payroll function for approximately 900 employees of the National Gallery, critically reviewing to ensure the accuracy of all disbursements associated with the federal and trust payrolls including, but not limited to, garnishment, benefits, taxes, social security, retirement, legal notices, etc.
  • Organize, and lead special time card and financial studies.
  • Process adjustments and payments for the National Gallery’s executive officers.
  • Develop new and more efficient policies and directives that effectively cope with frequent and significant changes in payroll and accounting regulations, time and attendance system coding changes and/or configurations, and interfacing as well as non-interfacing resource management systems.
  • Provide professional training, guidance, analysis, and direction that effectively identifies and corrects resource management data problems into the payroll and accounting system from source documents.
  • Ensure internal controls are sufficient, effective, and operational; responsible for the integrity of accounting data, processes, and systems and ensuring files are retained and destroyed in accordance with file retention polices; Uphold and updates Policy and procedures as necessary and as directed.
  • Develop and propose revisions in the payroll management system to resolve complex technical and procedural problems i.e., especially recording of time cards during special circumstances to analyze impact to salary and expenses.
  • Provide support to any payroll audit or operational review, as required. Prepares appropriate documentation in response to audit requests with respect to payroll.
  • Represent the Office of the Treasurer on payroll and related matters and meetings with the Office of Personnel Management (OPM), The Department of Treasury, The National Finance Ctr, etc. The purpose of the contact is to find innovative solutions to difficult and contentious problems and achieve established Goals and Objectives of the Gallery.
  • Collaborate and provide guidance to Managers, Supervisors and Timekeepers for implementation of new procedures and enforcement of policy for special circumstances and accurate calculation of hours of time and attendance via WebTA and GovTA.
  • Collaborate with appropriate departments for complex Federal and State Taxes for US and Non- US Citizens impacting employees pay.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-501-12. A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is at least one year of experience (combined), equivalent in responsibility to the GS-11 grade level in the Federal service, that includes possessing experience as a Payroll Management Specialist; possessing knowledge of a body of payroll, time and attendance, tax, and retirement; utilizing a variety of interrelated steps, conditions, and procedures or processes to assemble, review, and maintain a variety of complex pay transactions; processing various payroll related reports; resolving time, leave and benefit issues; utilizing automated pay systems to reconcile errors, and provide accurate information and assistance; and operating a personal computer with a variety of software programs. working in both a legal office and a museum or other cultural institution.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.

  1. Comprehensive knowledge of payroll, time and attendance polices, precedents, regulations, and practices sufficient to manage the payroll function and serve as subject matter expert and functional lead to design, implementation and future upgrades of payroll-related modules new financial systems.
  2. Comprehensive knowledge of automated and manual systems associated with supporting payroll operations.
  3. Mastery of concepts, principles, laws, applicable to a wide range of payroll service areas to support the National Gallery payroll functions.
  4. Comprehensive and detailed knowledge sufficient to analyze and evaluate payroll functions by high level, to develop and implement internal policy and directives, and interpret the impact of new legislation, OPM decision and guidance.
  5. Comprehensive knowledge of the overall payroll management process sufficient to improve and implement operational efficiencies and constitute measures to improve data management for privacy of employee information.
  6. Working knowledge of various payroll systems implemented by NFC.
  7. Ability to analyze financial data, trace transactions through a complex system, and resolve problems and errors.
  8. Excellent communications skills sufficient to develop written and oral presentation and to explain and defend recommendations.
